Romania issues 90-minute RO-Alert in Tulcea over falling airspace objects

Emergency warning in northern Tulcea County

Distributed through the national RO-Alert mobile messaging system at approximately 16:00 local time, the notification warned citizens of the potential fall of objects from the airspace near the frontier with Ukraine. The Inspectorate for Emergency Situations of Tulcea County (ISU Tulcea) designated the notification as an Extreme Alert with an estimated operational duration of 90 minutes. Emergency communications were transmitted simultaneously in Romanian and English to reach both local populations and travelers in the Danube border corridor. Representatives of ISU Tulcea confirmed during the afternoon that no reports of physical impacts or crashed debris had been recorded on Romanian territory at the time of the announcement.

Civil protection protocols and safety guidance

The RO-Alert system broadcast specific civil protection instructions intended to reduce the risk of injury if airborne debris reached ground level. Emergency authorities instructed local residents to maintain calm and move immediately into cellars, basements, or certified civil protection shelters. For individuals lacking access to reinforced underground shelters, the guidance advised remaining inside residential properties, strictly avoiding windows and exterior walls. ISU Tulcea also urged the public to comply with all official instructions and refrain from non-essential outdoor movement for the entire 90-minute duration.

The General Inspectorate for Emergency Situations (IGSU) noted a substantial increase in the frequency of RO-Alert safety messages since the start of 2026. The national emergency system transmits these warnings whenever unmanned aerial vehicles deployed in the war in Ukraine approach or traverse the Romanian state frontier, frequently citing unidentified flying objects in the border airspace.

Preceding airspace incidents and drone debris discoveries

The issuance of the Tulcea alert follows an earlier airspace incident recorded two days prior, on 8 September 2026. During that event, authorities issued an identical Extreme Alert via RO-Alert across multiple counties in the Moldavia region after a foreign aerial device was tracked near the border. In that incident, a Shahed drone penetrated the airspace of the Republic of Moldova before crossing into Romanian airspace. The unmanned aircraft was subsequently located crashed 25 kilometers from the Romanian border. ISU Tulcea indicated that information regarding the airspace threat on 10 September remained under active operational evaluation as territorial surveillance continued.
