On 14 September 2026, US President Donald Trump stated on Truth Social that Ukraine and Russia had agreed to stop attacking each other's energy infrastructure. Trump linked the statement to global fuel markets, asserting that the war between Russia and Ukraine, rather than the US conflict with Iran in the Strait of Hormuz, is the primary reason for elevated world diesel prices. One day prior, on 13 September, Trump publicly demanded that Ukraine stop targeting Russian diesel infrastructure while maintaining that Kyiv could strike other military targets. The announcement followed a diplomatic mission by US envoys Steve Witkoff and Jared Kushner, who met Russian President Vladimir Putin in Moscow on 5 September before traveling to Kyiv to meet Ukrainian President Volodymyr Zelenskyy on 6 September.

Kyiv demands guarantees as Moscow denies substantive talks

He cautioned that any arrangement must not merely provide temporary relief for Russian petrol and diesel supplies ahead of Russian elections. Kremlin spokesperson Dmitry Peskov stated on 10 September that no substantive talks were taking place, describing Kyiv's position as an effort to protect its own vulnerable energy grid. Russian Foreign Minister Sergey Lavrov stated that Moscow is open to dialogue but will not suspend military action during negotiations.

Kyiv Mayor Vitali Klitschko confirmed that a drone hit a petrol station, leaving at least one person injured, while additional strikes damaged warehouse facilities in another district. Ukrainian authorities reported that Russian forces have struck approximately 300 petrol stations in recent months, mostly in frontline areas.
