Shein postpones Hong Kong IPO to September at $26 billion valuation

Fast-fashion retailer Shein has pushed back its Hong Kong listing target to 1 September 2026, opening book-building on 24 August at a reduced valuation between $25 billion and $27 billion.

Revised Hong Kong debut timeline

Fast-fashion retailer Shein has moved the target date for its initial public offering on the Hong Kong Stock Exchange to 1 September 2026, shifting back from its initial target of 28 August. Investor book-building is scheduled to begin on Monday, 24 August, following a slight delay in taking investor orders. Sources familiar with the timetable indicated that while 1 September is the primary target date, trading could begin a few days later depending on market conditions. One source cited during the process stated that the earlier 28 August date remained a possibility. Shein had originally intended to conclude all phases of its public market listing before the end of August.

Key milestones in Shein Hong Kong IPO process
  1. 2026-07Chinese securities regulator approves Hong Kong IPO application
  2. Aug 24, 2026Order taking and investor book-building scheduled to begin
  3. Aug 28, 2026Earlier target date for Hong Kong market debut
  4. Sep 1, 2026Targeted debut date on the Hong Kong Stock Exchange

Valuation targets adjusted downward

Shein is seeking a valuation of between $25 billion and $27 billion in Hong Kong, representing approximately 21.5 billion to 24 billion euros. This target is lower than the $30 billion to $40 billion range discussed when the company initiated investor roadshow meetings earlier in August. The latest figure stands at roughly a quarter of the $100 billion valuation the business reached during a private funding round in 2022. Slower sales growth, rising supply chain expenses, and intense competition from budget e-commerce platforms such as Temu have tempered investor demand. In addition, regulatory scrutiny and ethical concerns surrounding fast-fashion production have influenced market reception.

Ipek Ozkardeskaya, market analyst at Swissquote, observed the steady retreat in the company's valuation over recent years.

Cornerstone investor negotiations

The retailer plans to set aside $400 million in shares for cornerstone investors, though the final composition of the syndicate is still being finalized. Chinese investment firm Boyu Capital and an asset management division of Switzerland's UBS have held talks regarding cornerstone commitments. Technology group Tencent and United States private equity firm General Atlantic have also evaluated participating in the share sale. Most cornerstone allocations are expected to be absorbed by existing shareholders seeking to maintain their positions. Furthermore, several investment banks involved in managing the transaction are considering deploying their own funds as anchor capital to support the order book.

Regulatory path and international expansion

The Hong Kong listing follows two abandoned attempts to go public in New York and London over the past four years. An earlier plan to list in the United States encountered political opposition tied to trade friction between Washington and Beijing. Shein subsequently pivoted to the London Stock Exchange in 2024 at a valuation of approximately 60 billion euros, but that process was halted after British regulators requested additional corporate disclosures.

The failure of the maneuver was mainly regulatory: London had asked for more information, more transparency.

— Ipek Ozkardeskaya

The path to a public float opened in July 2026 when Chinese securities regulators approved Shein's application for a Hong Kong listing. Founded in China in 2012, Shein built its business model on low-cost apparel, selling items such as $5 dresses and $10 jeans to consumers in approximately 160 countries. While the company relocated its corporate headquarters to Singapore, the majority of its manufacturing network remains concentrated in mainland China.
