City leadership and programme eligibility
Mayor Konrad Fijołek announced the initiative on social media while standing before the station fuel display. He stated that the station supplies fuel of the same standard used daily across the municipal bus fleet.
We have no influence on what is happening in the famous Strait of Hormuz, but we do have an influence on fuel prices that we can offer you in these difficult times.
Eligibility requires an active Resident Package within the Rzeszow Resident Card or the Rzeszow ToMy 2.0 mobile application, which together serve over 73,000 users. Residents qualify for the package through permanent registration in Rzeszow or temporary registration lasting at least one year. Over 260 commercial and municipal partners participate in the system, offering discounts across cultural facilities, sports centres, language schools, and restaurants.
Transport finances and economic scrutiny
The promotional measure takes place against the backdrop of rising municipal public transport expenditure. City councillor and public management specialist Jacek Strojny commented on the economics of the initiative to Gazeta Wyborcza.
This is a very interesting promotional idea, but assessing its economic sense would require deeper analysis.
Strojny noted that the municipal public transport deficit reached 86 million PLN in 2025, with the planned deficit for 2026 set at 91 million PLN. In addition, the city of Rzeszow plans to provide 137 million PLN in subsidies to public transport in 2026, compared with 128 million PLN paid in 2025.

Regional municipal fuel initiatives
Rzeszow is not the first city in the Subcarpathian region to introduce targeted fuel discounts for local cardholders. In Krosno, resident cardholders have received a discount of 0.10 PLN per litre at the Grosar station on ul. Fredry since 23 March 2026. Authorities in Krosno attributed that discount to escalating Middle East conflict driving up wholesale fuel costs above neighbouring municipal levels. In Przemyśl, the Municipal Transport Company launched a resident card discount at its ul. Lwowska station on 9 February 2026, which will remain active until the end of the year. Beyond fuel discounts, the Rzeszow municipal card provides additional savings, including free monthly pool entries and school transit packages that save families between 720 PLN and 900 PLN annually.
