What the CPN package does

The price ceilings are one element of the third edition of the Ceny Paliwa Niżej (CPN) package, which aims to limit increases at the pump and lower refuelling costs for drivers. The mechanism started only after parts of the law on the windfall tax on fuel companies took effect. President Karol Nawrocki signed that law but also referred it to the Constitutional Tribunal under follow-up review. Reporting on the package says the mechanism is working, yet pump prices remain high. Businesses that do not respect the maximum prices face a penalty of up to 1 million zł.

The tax and its cost

The law opens the way for a temporary cut in excise duty and VAT on liquid fuels. The cut is to be financed by a new levy on fuel companies earning above-average profits. The new tax is 60% of surplus revenue from fuel sales, covering extraordinary profits earned from 1 March 2026 to 31 March 2027 by fuel producers and firms holding licences to trade fuel abroad. The taxable base is revenue above a level derived from the historical margin achieved in 2025, increased by 20%. A minimum reference margin of 2% applies, and for companies that do not produce fuel the tax cannot exceed 50% of income or net profit. According to the government's assumptions, the whole support package runs until the end of 2026 and could cost about 5 billion zł.

Origins of the programme

The first CPN edition was introduced at the end of March as a response to rising crude oil prices linked to the war between the United States, Israel and Iran. The current mechanism is therefore the third stage of a programme that has been adjusted several times since spring. Each new ministry notice replaces the previous one, so drivers can check the ceilings for each day before refuelling.
