Moscow announces delegation for Houston energy meeting

Representatives from three Russian government ministries will attend the upcoming G20 energy ministers meeting in Houston, Texas, from September 14 to September 16, 2026. The delegation will consist of officials from the Ministry of Energy, the Ministry of Foreign Affairs, and the Ministry of Natural Resources. Marat Berdyev, the Russian ambassador in charge of overseeing G20 matters and acting sherpa, announced the trip on Saturday via Telegram. His statement confirmed that Russian delegates will participate under the auspices of the United States G20 presidency. Berdyev did not disclose the individual identities or ranks of the delegates chosen for the Houston mission. A White House official had initially indicated on Friday, September 11, that a Russian official would attend the ministerial sessions.

Russian ideas on the variability of energy balances, technological neutrality, the role of fossil fuels in general, natural gas and the peaceful atom are in increasing demand.

Zelensky offers to meet Putin at the Texas summit

Ukrainian President Volodymyr Zelensky announced on Saturday that he is prepared to meet Russian President Vladimir Putin in Houston during the G20 ministerial event. Zelensky delivered his statement during an appearance on a German television channel, shortly after Russian diplomats confirmed their participation. The two leaders have not held a face-to-face meeting since 2019, three years prior to Russia's full-scale military invasion of Ukraine in 2022. Moscow has not stated whether Vladimir Putin will attend the Houston conference in person. The energy meeting in Texas will represent the second occasion since the 2022 invasion that a Russian diplomat participates in a G20 gathering.

Tensions from the Asheville finance summit resurface

The Houston meeting follows diplomatic controversy surrounding the G20 Finance summit held in early September in Asheville, North Carolina. Russian Finance Minister Anton Siluanov attended the Asheville gathering at the invitation of Washington, sitting alongside dozens of international delegates at the main oval table. During that conference, Siluanov held a private, one-on-one discussion with United States counterpart Scott Bessent. Canadian Finance Minister François-Philippe Champagne described Siluanov's presence as a source of unease during an interview with AFP. Western allies of Ukraine had previously treated senior Russian ministers as persona non grata at international summits. European officials openly criticised the American invitation to Russian financial leadership.

It is not the time to normalize Russia or the presence of Russia at this kind of meeting.
