French daily Le Monde reported that Moscow has repeatedly treated foreign troop presence in Ukraine as a forbidden boundary since launching its full-scale invasion in 2022. Earlier in 2026, Ukraine, the United Kingdom, and France signed a tripartite declaration regarding the deployment of European military contingents to Ukrainian territory in the event of a formal peace treaty between Kyiv and Moscow.

During his remarks in the Indian capital, Putin explicitly addressed ongoing European policy discussions about military deployments.

European leaders say that they are thinking about how to introduce troops into the territory of Ukraine, and that means war with Russia.

Allegations of Western subversion

Putin accused Western governments of attempting to weaken and subjugate the Russian state through regional proxy conflicts over the past three decades. He drew a direct comparison between contemporary military aid for Ukraine and Western actions during the 1990s and early 2000s, when he claimed Western powers supported separatist movements in Russia's North Caucasus. The Russian president also commented on domestic European politics, specifically referencing the recent state election victory of Alternative for Germany (AfD) in Saxony-Anhalt. Putin described the electoral outcome as a consequence of systemic mistakes made by Western globalists in security, governance, and economic management. He argued that the rise of anti-establishment parties indicates European voters are rejecting policies that risk escalation with Moscow. Analysts cited by The Telegraph observed that the Russian leadership views growing support for the AfD favorably because the party opposes military aid to Ukraine. Putin linked voter sentiment in Germany to public resistance against European political leaders who encourage armed conflict.

BRICS summit context

The remarks preceded the official opening of the BRICS summit in New Delhi, scheduled across Saturday and Sunday. The political and economic grouping was initially established by Brazil, Russia, India, and China, with South Africa joining the bloc in 2010. Membership expanded to 11 nations following the formal admission of Saudi Arabia, Egypt, the United Arab Emirates, Ethiopia, Iran, and Indonesia. The coalition functions as a diplomatic platform aimed at elevating the influence of the Global South and altering the structure of the international financial system.
