Territorial claims at the Bishkek summit

Russian President Vladimir Putin delivered an expansive series of battlefield claims during the Shanghai Cooperation Organization summit held in the Kyrgyz capital of Bishkek. Speaking directly to representatives of Russian state media, Putin asserted that Russian military units are advancing at an accelerating pace across eastern and southern Ukraine. In the Donetsk region, he claimed that Russian units have pushed forward to within a few kilometres of the urban centres of Sloviansk, Kramatorsk, and Druzhkivka. Putin also asserted that the town of Sviatohirsk has returned to Russian control and stated that active street fighting is already taking place inside Dobropillia. In southern Ukraine, he reported that Russian forces advanced through Ukrainian defences in the Zaporizhzhia region, reaching the centre of the town of Orikhiv.

Reports of northern advances and encirclements

Addressing operations across other sectors of the front, Putin stated that the line of contact in northeastern Ukraine now runs approximately 12 kilometres from Sumy, the administrative capital of the Sumy region. In the eastern Kharkiv region, he claimed that Russian forces successfully encircled a larger formation of Ukrainian military units positioned on the eastern bank of the Oskil River. These statements presented Russian units as achieving simultaneous progress across northern, eastern, and southern axes before the onset of winter. The claims delivered in Bishkek portrayed a coordinated Russian offensive, contrasting with previous weeks of positional fighting.

In eastern Donetsk, Ukrainian armed forces mounted counterattacks in the Lyman area, recovering ground from Russian units. Ukrainian troops also conducted counterattacks across sectors in southern Ukraine, while Russian forces were largely pushed back out of the neighbouring Dnipropetrovsk region. Observers noted that these verified movements demonstrate Ukrainian tactical counterpressure rather than a rapid collapse of defensive lines.

Deep rear strikes and infrastructure warfare

With ground movements constrained across several sectors, both military commands have increasingly prioritized air and drone strikes against strategic targets located far behind the frontline. Ukraine has now defended against the Russian invasion for more than four and a half years. Russian forces have targeted Ukrainian power plants and transformer substations, systematically seeking to disable the energy grid and cause widespread electricity and heating blackouts during the winter season. In response, the Ukrainian military has focused long-range drone strikes on refineries, processing facilities, and export hubs that support the Russian petroleum sector.
