Eastern Poland Reviews Civil Defence After Air Attack Alerts Expose Evacuation Gaps

Air raid alert and public response

Residents across eastern Poland experienced widespread confusion after the Government Centre for Security (RCB) distributed text messages warning of an incoming air attack fifteen minutes before noon on Thursday. Sirens sounded in several locations across Lubelszczyzna and Podkarpacie as Russian strikes targeted western Ukraine, with one drone striking less than four kilometres from the Polish border. Although Polish airspace was not breached, the alert urged citizens to seek shelter immediately. Reactions across municipalities ranged from severe distress and panic among elderly residents to complete disregard in offices where daily routines continued without interruption.

Discrepancies in local evacuations

Evacuation protocols carried out by schools and public offices differed sharply across towns, often contradicting instructions in the government security guide. In Lublin, employees at the Lublin Voivodeship Office on Spokojna Street evacuated into the public Saxon Garden park and waited for an hour until the all-clear, despite the presence of a shelter in their building basement. Several schools evacuated students into sports halls with large glass windows or kept them outdoors on athletic fields. Primary School No. 50 headteacher Iwona Wąsik instructed parents by digital register to pick up their children immediately, causing crowded arrivals. By contrast, Primary School No. 34 directed pupils into basement locker rooms, while Kindergarten No. 13 kept children away from windows inside classrooms.

Crisis meetings and border shelter inspections

Following the alert, Podkarpackie Voivode Teresa Kubas-Hul convened the Provincial Crisis Management Team on Friday, gathering officials from the military, police, State Fire Service, Border Guard, and health agencies. Kubas-Hul announced personal inspections at border crossings starting at 08:00 on Saturday to assess infrastructure and temporary shelter capacity, noting that the military is constructing temporary shelters at crossings in Podkarpacie and Lubelszczyzna. Local officials received orders to file detailed accounts of their Thursday actions, while education authorities analyse school procedures following an earlier webinar on 8 September. In border-adjacent Włodawa County, Starost Mariusz Zańko requested financial backing to fund round-the-clock air watch personnel, noting that night-time alerts occur every three days. The Interior Ministry rejected the funding request, stating that fire services already conduct continuous monitoring.

Warning infrastructure and modernization plans

Interior Minister Marcin Kierwiński stated that the national warning network is undergoing a complete overhaul after years of underdevelopment.

We have done a great deal to make this warning system work better than it did three years ago. Three years ago in Podkarpacie and Lubelszczyzna, no siren would have been turned on automatically.

Kierwiński stated that the ministry will release a mobile warning app by the end of 2026, add emergency alerts to the mObywatel app, and automate sirens nationwide. A Cell Broadcast emergency transmission system is scheduled for deployment around August 2027. Former GROM commander General Roman Polko criticised the practice of faulting citizens for unfamiliarity with printed manuals while operating in peacetime, pointing to Ukraine's mobile alert application as an effective standard.
