Law and Justice files motion of no confidence against Finance Minister Andrzej Domański
Opposition party Law and Justice has submitted a motion of no confidence against Minister of Finance and Economy Andrzej Domański, citing a projected 281.2 billion zloty deficit for 2027.
Motion announced in Puławy
Law and Justice parliamentarians submitted a formal motion of no confidence against Minister of Finance and Economy Andrzej Domański on Friday, 2 October 2026. The announcement was made during a press conference outside the headquarters of Grupa Azoty Zakłady Azotowe Puławy by party lawmaker Przemysław Czarnek and Member of the European Parliament Daniel Obajtek. Czarnek, a former minister of education and science designated as the party's candidate for prime minister in upcoming elections, stated that the motion aims to challenge the economic policies of Prime Minister Donald Tusk's cabinet. While acknowledging that the ruling coalition holds sufficient votes to defeat the motion, the opposition representatives argued that formal parliamentary scrutiny of public finances remains necessary.
We know that this government will defend him, but we want to show extreme incompetence and a lack of responsibility for decisions regarding the economy, made precisely by this gentleman.
Budget deficit and debt threshold disputes
At the core of the opposition's challenge is the national budget trajectory and the 55% debt-to-GDP statutory prudential threshold. Czarnek argued that state debt accumulated during the three years under Tusk and Domański has added more than one trillion zlotys to public obligations. The government adopted its final draft budget for 2027 on Tuesday, 29 September 2026, setting the projected budget deficit at 281.2 billion zlotys, revised from an earlier August draft figure of 282.6 billion zlotys. Ministry of Finance records showed that state public debt stood at 53.3% of gross domestic product at the end of June 2026. Domański had previously projected statutory debt to reach 54.7% of GDP in 2027 and 57.4% in 2028.

Economic warnings and legal consequences
PiS representatives warned that crossing the 55% debt threshold would trigger statutory austerity measures across the public sector. Czarnek claimed that such an outcome would force spending freezes on public sector salaries and alter pension indexation mechanisms. Under statutory fiscal rules, exceeding the 55% threshold reduces annual pension indexation strictly to the level of inflation rather than eliminating adjustments entirely, while public sector pay increases would be halted. The opposition also cited broader economic concerns, pointing to rising inflation, shifts in unemployment, and specific disruptions in domestic industry. Obajtek, the former chief executive of PKN Orlen who was elected to the European Parliament in 2024, directed criticism toward the agricultural sector.
We have a huge crisis and this crisis will grow, because this government has no recipe for it. Today the government is not making any right decisions to stabilize the economic situation in Poland, especially in agriculture. What is happening in agriculture is a complete collapse.
Parliamentary arithmetic and fiscal outlook
The dismissal of a government minister in the Sejm requires a majority of at least 231 votes, a threshold the opposition cannot meet without support from members of the governing coalition. Government ministers have defended their budget projections, asserting that fiscal plans accommodate necessary state investments alongside planned tax adjustments. While the parliamentary vote will test party discipline in the legislature, the practical impact on public finances will depend on the final audited debt figures recorded at the end of 2026 and during the 2027 fiscal year.
