NBP resubmits board appointment requests to Nawrocki as November deadline nears
The National Bank of Poland said on Monday, 12 October 2026, that it had again submitted appointment motions to President Karol Nawrocki. Radio ZET reports that NBP president Adam Glapiński has not filed new nominations, and deputy president Adam Lipiński's term ends in November.
NBP says it has resubmitted motions
On Monday, 12 October 2026, the National Bank of Poland (NBP) said it had again submitted motions to President Karol Nawrocki for appointments to its management board. When PAP asked for details and names, the bank would say only that it had carried out all possible actions under the law. The statement answered media reports that the bank described as incorrect. Radio ZET had reported that Glapiński had still not submitted new nomination motions to the president, with less than a month left in Lipiński's term.
Narodowy Bank Polski has again submitted motions to the President of the Republic of Poland for the appointment of members of the NBP Management Board. In this matter, as we have informed before, the NBP has carried out all possible actions under the law.
Countersignature stalemate
Under Article 144 of the Constitution, appointing a member of the NBP board requires the countersignature of the prime minister. Government spokesman Adam Szłapka said in late September that no motion had reached the Chancellery of the Prime Minister (KPRM). He added the following point about the procedure.
Without countersignature the motion is invalid, but it has to reach the KPRM for that decision to be made.
In May, the NBP reported that Prime Minister Donald Tusk had returned, without countersignature, the president's decisions to appoint four people: Marta Kightley, Ludwik Kotecki, Przemysław Litwiniuk and Marcin Zarzecki. Kightley had sat on the board since 2020, and her term ended in March 2026. Kotecki and Litwiniuk have been Monetary Policy Council (RPP) members since 2022, appointed by the Senate. Zarzecki joined the RPP in December 2025 on the president's nomination.

Board size and the November deadline
Under the law, the NBP board consists of the president and six to eight members, including two deputy presidents. Members serve six-year terms, and one person may serve no more than two consecutive terms. The board currently has seven people including Glapiński: Adam Lipiński, Marta Gajęcka, Paweł Mucha, Rafał Sura, Paweł Szałamacha and Artur Soboń. The other members' appointments fell in the years 2021 to 2023, while Lipiński was appointed in 2020. His first term ends in November 2026.
If Lipiński's term is not extended and no new member is chosen, the board could fall below the statutory minimum number of members. Radio ZET reported that Glapiński had still not filed new nominations, even with less than a month left before Lipiński's term ends. The NBP's statement said the media reports contained inaccurate information.
What happens next
Any new appointment requires the president's decision and the prime minister's countersignature, and the articles do not describe a timetable for either step. The NBP's latest statement confirms no names. The November expiry of Lipiński's term is the next fixed date in the dispute.
