NATO Readies 4,000 Pages of Defense Plans as Military Chiefs Meet in Copenhagen

Military chiefs from all 32 NATO member states gathered in Copenhagen for the NATO Military Committee Conference, one of the alliance's principal recurring military forums. Chair of the NATO Military Committee Admiral Giuseppe Cavo Dragone stated that the alliance maintains 4,000 pages of operational military defense plans specifically designated for its eastern flank. These regional blueprints, agreed in 2023 following the full-scale Russian invasion of Ukraine, cover contingencies ranging from localized incursions and minor border crises to full collective defense mobilization under Article 5. Dragone affirmed that organizational command structures, allied soldiers, operational systems, and weapons inventories remain fully prepared. Poland was represented at the discussions by Chief of the General Staff General Wiesław Kukuła, who held talks with Supreme Allied Commander Europe General Alexus Grynkewich and Supreme Allied Commander Transformation Admiral Pierre Vandier.

“The plans are ready, the structure is ready, and soldiers, systems and weapons are ready. In case of an attack, we know what we have to do.”

Deterrence and the Article 5 threshold

Dragone addressed ongoing hybrid activities along the alliance's eastern borders, noting that NATO forces routinely manage and counter subversive operations. While low-level hybrid provocations generally remain below the threshold required to invoke Article 5 of the North Atlantic Treaty, any direct armed attack on an allied state would prompt an immediate mutual defense response. The admiral explained that a direct military assault against the Polish-Ukrainian border area is not currently treated as a realistic contingency, though comprehensive operational responses are prepared for any unexpected escalation. He stated that any prospective aggressor would face consequences where potential losses far exceed any anticipated gains. Allied military authorities continue to expand these defenses by increasing overall personnel numbers and integrating more technically sophisticated weapon systems.

Political warnings and intelligence assessments

The Copenhagen conference took place following public warnings from European leaders regarding potential Russian military provocations. Polish Prime Minister Donald Tusk warned on Thursday that Moscow could launch drones or missiles against an eastern flank ally within the next few months to test alliance solidarity. Leaders from France and the Netherlands subsequently issued similar warnings regarding deliberate provocations. European nations have faced a growing frequency of airspace violations and suspected sabotage operations in recent weeks, alongside heightened intelligence alerts. In August, United States intelligence assessments indicated that Moscow was contemplating a limited attack against a NATO member state in the coming years. Dragone noted that while the chiefs of defense did not specifically deliberate on these latest political warnings during Saturday's meeting, all 4,000 pages of defense plans already incorporate corresponding defensive measures.

Industrial ramp-up and ammunition stocks

Alliance commanders reviewed persistent logistical challenges regarding industrial production and ammunition stockpiles during prolonged armed conflicts. The intense daily expenditure of artillery shells and ordnance in Ukraine demonstrates the necessity of transforming the broader defense industry. Dragone stressed that defense manufacturers must abandon peacetime production models established four years ago and expand capacity to sustain protracted military operations. Alliance member states have committed substantial funding increases to support this transition, ensuring financial resources are available to accelerate industrial delivery timelines.
