Belgium arrests Canadian SHAPE intern on suspicion of spying for third country
A Canadian woman of Chinese origin, an intern at NATO's SHAPE headquarters in Mons, was detained on Friday on suspicion of espionage for a third country and involvement in a criminal organisation.
Arrest at NATO headquarters
A Canadian woman of Chinese descent who had recently started an internship at NATO's Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium, was taken into custody on Friday 24 July. The Belgian federal prosecutor announced the arrest on Saturday 25 July, stating that the suspect is accused of espionage on behalf of a third country and of participating in a criminal organisation. SHAPE, situated in the Casteau district near Mons, is the alliance's primary strategic military command centre, where NATO's European operations are planned and directed.
The security alert
The case began when SHAPE's internal security services noticed suspicious behaviour by the intern and reported it to the Belgian military intelligence service, the General Intelligence and Security Service (SGRS, also known as ADIV). Because the allegation involved espionage, the matter was immediately transferred to the federal prosecutor's office, which holds national jurisdiction over such crimes. The prosecutor assigned the investigation to the federal judicial police in Charleroi, and an examining magistrate at the Hainaut court's Mons division was appointed to lead the judicial inquiry.
Police searches and judicial decision
On Thursday 23 July, police staged simultaneous raids at the suspect's home and at the SHAPE complex. The operation involved officers from the Charleroi federal judicial police, the Computer Crime Unit, and forensic specialists from both Charleroi and Mons. The next day, Friday 24 July, the examining magistrate decided to issue an arrest warrant, formally charging the suspect with espionage for the benefit of a third country and participation in a criminal organisation, according to the federal prosecutor's statement.

Information blackout
So far, no information has been released about the suspect's identity, the specific intelligence she may have accessed, or the state for which she allegedly worked. The federal prosecutor's office cited the ongoing investigation as the reason for withholding details.
Given the continuation of the investigations and in the interest of that investigation, the federal prosecutor will abstain from any further communication.
The role of SHAPE
SHAPE, or Supreme Headquarters Allied Powers Europe, is one of NATO's two strategic military commands, responsible for operational planning and force command across the continent. The Mons facility has long been a target of intelligence collection by foreign powers. Belgian authorities described the arrest operation as the result of effective cooperation between the SGRS, SHAPE and the federal judicial police. The suspect remains in custody while the examining magistrate continues the investigation; no trial date has been set.
