Lublin PiS moves to expel four city councilors after formation of Rozwój Plus club

The presidium of the Law and Justice (PiS) district board in Lublin moved to expel four city councilors from the party after they formed a separate council club under Mateusz Morawiecki's Rozwój Plus association. The resolution concerns councilors Marcin Jakóbczyk, Eugeniusz Bielak, Elżbieta Boczkowska, and Radosław Skrzetuski, who launched the new group on Wednesday accompanied by Lublin parliamentarian Sylwester Tułajew. The district presidium met on Friday to vote on the measure following a motion submitted by Justyna Budzyńska, the PiS plenipotentiary in Lublin and fellow city councilor. District leader and PiS vice-president Przemysław Czarnek signed the expulsion resolution. Marek Wojciechowski, secretary of the district board, explained that forming the separate club violated party discipline and objectives.

This action is contrary to the goals, political interest, and programmatic principles of PiS.

Council dynamics and member response

Marek Wojciechowski stated that formal removal of the four politicians requires prompt confirmation by a resolution of the full PiS district board. Marcin Jakóbczyk confirmed receiving notification of the decision by email while maintaining that the four members had not intended to abandon their party ties. The councilors noted their long records of activity inside Law and Justice and affirmed that they remain in opposition to Lublin Mayor Krzysztof Żuk.

I received the decision on removal from the Law and Justice member list, but what is truly binding is only the resolution of the district board.

The split alters the balance within the 31-seat Lublin City Council, where Mayor Krzysztof Żuk's grouping holds an 18-seat majority. The Law and Justice club previously comprised 13 councilors before the four members broke away to create the Rozwój Plus club.

Rozwój Plus expansion across local governments

The dispute in Lublin takes place against the backdrop of friction between the Law and Justice leadership and former prime minister Mateusz Morawiecki's political initiative. The Lublin region has served as a central stronghold for PiS and remains closely linked to Przemysław Czarnek. Rozwój Plus representatives have stated that their movement aims to play a role in future parliamentary seat calculations. Neither the PiS apparatus nor Rozwój Plus has pursued alignment with Grzegorz Braun's Confederation of the Polish Crown, which polls between 6% and 10%. The Lublin defections follow a series of municipal recruitments into Rozwój Plus across several Polish cities during August and early September.

PiS Senator Ryszard Majer joined Rozwój Plus on 9 August, followed by Tomaszów Mazowiecki Mayor Marcin Witko on 12 August and Kalisz Mayor Krystian Kinastowski on 13 August. Tarnobrzeg Mayor Łukasz Nowak and Sieradz Mayor Paweł Osiewała have also joined Morawiecki's group.
