Israeli Defense Minister Israel Katz issued a warning on Tuesday, 22 September 2026, during an annual ceremony in Jerusalem commemorating fallen soldiers from the 1973 Yom Kippur War. Katz announced that Israeli armed forces will empty Gaza City of its entire population if Hamas abducts any Israeli soldier or civilian. He stated that the urban centre would receive the same treatment as Rafah and Beit Hanoun, where Israeli military campaigns destroyed residential buildings and infrastructure. The defense minister declared that Israeli operations would level residential homes and towers until all remaining hostages are returned. Katz stated that his warning was based on intelligence reports and intentions indicating that Hamas is preparing new abductions, though he offered no details regarding the specific intelligence.

If even a single Israeli soldier or civilian is kidnapped, the entire city of Gaza, its one million residents, will be evacuated to the south.

Warnings to regional leaders and Yellow Line positions

Katz expanded the scope of his warning beyond Hamas, directing remarks toward the group's regional allies, including Iran and Turkish President Recep Tayyip Erdogan. The Turkish leader has repeatedly defended the Palestinian cause in recent years. Katz described forced displacement, infrastructure destruction, and territorial occupation as the explicit operational method used against militant groups in Gaza and Lebanon. He emphasized that Israeli troops will not withdraw from their positions behind the Yellow Line perimeter in Gaza until Hamas is completely eliminated, toppled, and stripped of all arms and tunnel networks. Gaza City held approximately 700,000 residents before the war began in October 2023. International legal conventions establish that the forced displacement of civilian populations during armed conflict can constitute a war crime. Military bombardments have destroyed or severely damaged an estimated 80% of the structures across the Gaza Strip. Nearly all of the territory's two million residents have been displaced at least once, leaving thousands sheltering in makeshift tents or compromised buildings along the urban and coastal zones.

Casualty counts and continuing strikes under truce

The ongoing conflict began after Hamas carried out attacks on 7 October 2023, killing approximately 1,200 people in Israel and abducting more than 200 hostages. Health authorities in the Gaza Strip report that Israeli operations have killed between 73,719 and 73,914 Palestinians and wounded 174,952 people since the offensive began. While a formal ceasefire was implemented nearly one year ago, daily Israeli military strikes continue to result in deaths across the strip. Official records show that 1,399 Palestinians have been killed since the ceasefire took effect, frequently during drone strikes aimed at suspected Hamas operatives or near the Yellow Line perimeter.
