Iran threatens retaliation after Ukraine strikes Iranian ship in Caspian Sea, killing one sailor

The attack

On 25 July, a Ukrainian drone struck an Iranian commercial vessel in the Caspian Sea, killing one sailor and injuring another. Iran's foreign ministry described the incident as an "aggressive action" and summoned the Ukrainian chargé d'affaires in Tehran to deliver an official protest. The ministry called the strike a "hostile and criminal act" and said it would defend its national interests and security.

Iran's response

Foreign Minister Abbas Araghchi escalated the rhetoric on 26 July, personally attacking President Volodymyr Zelensky. In a post on X, he wrote that the attack was a "blatant violation of the United Nations Charter" and claimed it was carried out on Israel's orders to drag Europe into the war.

Araghchi held phone calls with EU foreign policy chief Kaja Kallas and Russian Foreign Minister Sergey Lavrov, making clear that the Ukrainian action "cannot remain unanswered". He referred to Zelensky as a "freeloader" who exploits the help of others.

Ukraine's justification

Kyiv confirmed the strikes but framed them as legitimate targeting of military logistics. Zelensky stated that Ukrainian forces hit ships in the Caspian Sea used for transporting military cargo involving Iran, as well as a Russian warship. Ukraine maintains the vessel was carrying drone and missile components as part of the military cooperation between Iran and Russia.

Zelensky did not specify that the ship was Iranian, but the broader operation included strikes on a factory in Kirov that supplies weapon components, an oil refinery in Tyumen, a logistics facility in Yekaterinburg, and a fuel depot in Rostov-on-Don.
