German prosecutors charge Berlin businesswoman with spying for Russian intelligence
Federal prosecutors in Karlsruhe have indicted 57-year-old Ilona W. for passing German defence policy details and drone logistics to a Russian military intelligence handler.

German federal prosecutors in Karlsruhe announced on 14 September 2026 that they filed a 74-page indictment against 57-year-old German-Ukrainian businesswoman Ilona W. at the Kammergericht in Berlin. The defendant, who ran a public relations and marketing agency and chaired an international exchange association, faces charges of acting as an intelligence agent for the Russian Federation. Investigators state that she maintained active contact with Russian intelligence services from late 2023 until her detention in early 2026. The initial suspicion of an especially serious case of espionage was not retained in the formal indictment. The state security senate of the Berlin court must now determine whether to admit the case for a formal trial.
Intelligence collection and infiltration
According to the indictment, Ilona W. gathered intelligence on German defence policy, arms manufacturing sites, drone testing facilities, and scheduled drone transfers to Ukraine. She attempted to recruit contacts within the Federal Ministry of Defence and the domestic weapons sector to assist foreign operations. Prosecutors allege she facilitated access for her handler, identified as Russian GRU military intelligence officer Andrej M., who operated under the diplomatic cover of a deputy attaché at the Russian Embassy in Berlin. The defendant helped Andrej M. attend political gatherings under false names, including an infiltration into a meeting of Bundeswehr reservists in February 2024. She also gathered information on participants at the November 2023 NATO-Talk at Berlin's Hotel Adlon and took photographs just behind Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelenskyy during the German-Ukrainian Economic Forum on 15 December 2025.
On various occasions, the accused provided him with information relating to the war between the Russian Federation and Ukraine.
Raids and network dismantling
Officers from the Federal Criminal Police Office arrested Ilona W. in Berlin on 21 January 2026, and she remains in pre-trial custody. Concurrent with her arrest, law enforcement searched premises in Havelland in Brandenburg, the Ahrweiler district in Rhineland-Palatinate, and Munich. These raids targeted locations tied to Ilona W. and two former employees of the Federal Ministry of Defence who were in contact with her, though the two former ministry staff remain free. Her handler, Andrej M., was forced to depart Germany in early 2026 after German counter-intelligence identified his role as a military intelligence operative.

Wider diplomatic expulsions and hybrid activity
The indictment follows heightened friction between Berlin and Moscow over covert operations on German territory. German authorities previously accused Russian services of an August 2026 incident at Leipzig/Halle airport, where staff discovered an explosive device with a defective detonator near an Antonov cargo aircraft. In response to that event, Germany ordered the closure of the Russian consulate general in Bonn and terminated the lease for the Russian House cultural centre in Berlin. Russia retaliated by closing the German consulate general in Saint Petersburg and shutting down Goethe Institute operations across Russian territory.
