KO politician Anna Konieczyńska suspended after 4.5M PLN flood relief went to connected firms with no flood damage

A Wirtualna Polska investigation reveals 4.5 million PLN in flood relief from KARR went to firms tied to KO politician Anna Konieczyńska, her neighbors, and a local TV owner, with no evidence of flood damage at any site. Konieczyńska has been suspended from the party as the CBA continues its audit.

Flood relief diverted to connected firms

Wirtualna Polska reported on August 10 that 4.5 million PLN in flood relief distributed by the Karkonoska Agencja Rozwoju Regionalnego (KARR) went to three entities in the village of Dziwiszów, Lower Silesia, despite four independent sources finding no evidence of flood damage at those locations. The beneficiaries include the husband of KARR vice-president Anna Konieczyńska, a KO politician; her neighbors; and the owner of a local television station. KARR, 99.99% owned by the Lower Silesian regional government, administered two flood-relief programs after the September 2024 flood.

Journalists verified the addresses against four sources: the State Fire Service (PSP), Wody Polskie, the EU's Copernicus EMS satellite system, and ICEYE data verified by the Polish Academy of Sciences' Space Research Centre. None recorded floodwater at the specified locations.

The three disbursements

Konieczyńska's husband's firm received a 200,000 PLN loan from a Ministry of Development and Technology fund, of which KARR had already forgiven 75%. An inspection protocol drawn up ten months after the flood listed cracked tiles on a terrace, washed-out grout, and plaster cracks on a balcony balustrade. The municipality confirmed in writing that it had no independent proof the damage resulted from the flood. The husband filed for a damage certificate on June 23, 2025, without describing the damage or its date; the inspection took place on July 7, 2025.

A company owned by Konieczyńska's neighbors received 3.2 million PLN for damage to a children's playroom that, according to WP, never opened. A shop operating in the same building received nothing. The third disbursement, 1.12 million PLN, went to a company owned by a local television entrepreneur and long-term contractor for local governments. Bank Gospodarstwa Krajowego confirmed the absence of a required impartiality declaration in that case.

Michał Jaros, head of KO's Lower Silesia structures, confirmed that Konieczyńska had been suspended from the party and faces a disciplinary court, with a resolution expected within days.

Tomasz Siemoniak, minister coordinator of special services, said on TVN24 that the CBA has been conducting audits since April 29, 2026, following media reports about the agency. He stated that the WP publication was not a surprise and that the CBA would decide on referrals to the prosecutor's office once its work is complete.

The Ministry of Development and Technology demanded full beneficiary lists from municipalities. KO MP Bogdan Zdrojewski wrote on X that information about beneficiaries connected to local authorities "worries" him and that faster verification and consequences for "our own" would be better, adding that voters in their generosity might forgive.

Opposition reaction and background

PiS PM candidate Przemysław Czarnek called the situation a scandal, stating that millions intended for flood victims went to the husband, neighbors, and a local entrepreneur connected to a local network. Konieczyńska, who has been KARR vice-president since February 2025, had appeared in social media photos with Donald Tusk (2023) and Rafał Trzaskowski, who endorsed her in the April 2024 local elections for mayor of Jeżów Sudecki, which she lost with 48.53% of the vote. In a January 2026 video, she reported over 700 signed contracts, 100 million PLN spent, and over 20 million PLN forgiven.
