
Andalusia reactivates €250 monthly youth rent voucher with €24 million allocation
President Juanma Moreno announced the 24 million euro program during a parliamentary debate in Seville, setting monthly payments of 250 euros for tenants aged 18 to 35.

The president of the Junta de Andalucía, Juanma Moreno, announced a new round of youth rental subsidies during a parliamentary control session in Seville on 1 October 2026. The program provides 250 euros per month for up to 24 consecutive months, reaching a maximum of 6,000 euros per applicant. The regional administration allocated 24 million euros to fund the initiative in next year's Andalusian budget. The measure mirrors the youth rent voucher established by the central government in 2022, which is managed through regional administrations with financing shared between national and regional authorities.
Eligibility rules and housing plan
Applicants must be between 18 and 35 years old at the time of submission, and the property must serve as their permanent residence under an existing or pending lease. Annual income cannot exceed three times the IPREM indicator for single applicants, or four times for designated family units. Rental limits are capped between 600 and 1,000 euros monthly for full properties, and between 300 and 600 euros for individual rooms, depending on the municipality. The grant process operates on a non-competitive basis. The voucher joins three other housing programs funded with 25 million euros each: one for home purchases by adults up to 40, another for large families, and a rent-to-own scheme where past rental payments are fully deducted from the final sale price. These lines form part of a 1.2 billion euro housing plan running from 2026 to 2030.

Parliamentary clash over national decrees
The announcement arrived during a heated exchange over housing policies between the regional government and left-wing opposition parties. Opposition lawmakers challenged the regional administration following demonstrations and tent camps in Malaga and Seville, which gathered momentum after the eviction of 87-year-old Mari Carmen Abascal in Madrid. The PSOE and Por Andalucía pressed Moreno on whether regional deputies from the People's Party would support central government housing measures in Madrid.

The Spanish Congress of Deputies scheduled a vote for 2 October 2026 on two housing decree-laws approved by Pedro Sánchez's cabinet on 29 September 2026. While the People's Party and Vox indicated opposing votes, Moreno accused the governing left-wing coalition of acting for electoral motives. Por Andalucía spokesperson Antonio Maíllo questioned regional actions after noting shifts in national housing policy, while Adelante Andalucía representative José Ignacio García criticized both governing parties for their handling of real estate funds.

Tax reductions and employment records
Alongside the housing initiatives, Moreno detailed other economic provisions planned for the upcoming regional budget. The regional executive plans a 99% relief on inheritance and gift tax between siblings when transferring a habitual residence, alongside extra financial allocations for public universities. Defending his administration's record against criticism from PSOE leader María Jesús Montero, Moreno pointed to labor statistics across the region. He noted that youth unemployment stood at 67% under previous socialist administrations, whereas registered unemployment among residents under 25 has dropped by 36.6% since December 2018.
