Ukraine and Russia
Putin told envoy Steve Witkoff in St Petersburg on 21 October that Moscow agrees in principle to resume technical-level talks with Kyiv and Washington after 10 November. Russia freed American Stephen Hubbard, but no breakthrough on Ukraine was reported.
Zelenskyy backs a ceasefire and trilateral talks but accuses Trump of pushing Ukraine to capitulate. Reuters reports Washington has largely stopped direct weapons deliveries and relies on European purchases through PURL.
Allies and Trade
Trump waived the 500% duty on Russian goods, and a reported diesel arrangement eases imports until April 2027. Von der Leyen says EU energy sanctions stay, and Kaja Kallas and MEPs criticised the waiver. Macron called Trump's migrant-blaming of French unrest "unacceptable and stupid", while Trump warned on 20 October the US could leave Europe unless it tightens migration policy.
Domestic Pressure
The Court of International Trade ruled the 10% global tariffs unlawful, pending appeal. Trump's approval is 32% in Reuters/Ipsos polling, and Democrats have sued over pressure on state election officials before the 3 November midterms. The test is whether Congress challenges the Russia waiver before Rubio's 60-day review window closes.
