Energy Truce Collapsed
Trump announced an energy ceasefire on 11 October with no published scope or monitoring mechanism. The Kremlin never confirmed it. Ukraine ended its pause on 15 October and on 18 October struck St Petersburg oil facilities with drones. The Financial Times reports Kyiv defied a US request to stop.
Russia answered on 19 October with 16 ballistic missiles and 269 drones. One woman died and more than half a million households lost power, heating or water. Zelenskyy offers to halt refinery strikes in return for more Patriot missiles.
Washington Shifts Course
Trump waived Russia sanctions and energy tariffs due 18 October and says further sanctions could obstruct talks. On 19 October he said Ukraine needs a different negotiator and floated meetings with Russian and Chinese leaders. Zelenskyy set a 60-day total ceasefire as the condition for a presidential election.
Zelenskyy says partners gave no warning before the strikes. Rubio says intelligence sharing was never interrupted.
