Energy Truce Collapsed
Trump announced an energy ceasefire on 11 October with no published scope or monitoring mechanism, and the Kremlin never confirmed it. Ukraine ended its pause on 15 October and struck St Petersburg oil facilities on 18 October. Russia answered on 19 October with missiles and more than 200 drones.
Russian strikes on 20 October killed at least seven people and caused outages in almost half of Ukraine's regions. Overnight drones on 21 October killed two people near Kharkiv and caused damage in Kyiv and injuries in Poltava region.
Patriot Shortage
Zelenskyy says Ukraine is close to exhausting its Patriot missiles. European-funded interceptors await approval from Defence Secretary Hegseth. Zelenskyy offered a 30-day halt to long-range strikes on Russian refineries if Washington helps supply enough Patriots to cover Ukrainian airspace. Washington has resumed sharing early warnings of Russian missile attacks.
Diplomacy and Funding
Witkoff arrived in St Petersburg on 21 October to meet Putin, after talks with Zelenskyy and European leaders in Oslo that US officials called constructive. Kyiv wants a trilateral meeting with Russia and the US. Trump is considering a summit that would exclude Zelenskyy, and the EU is seeking options on Ukraine's 2027 funding gap. The test is whether Hegseth releases the European-funded Patriots.
