Energy Truce Collapsed
Trump announced an energy ceasefire on 11 October with no published scope or monitoring mechanism. Neither Moscow nor Kyiv has formally confirmed it. On 21 October Peskov said Putin is not considering an energy truce. Ukraine ended its pause on 15 October and hit St Petersburg oil facilities in a campaign aimed at Russian diesel exports.
Russian missiles and drones hit energy sites in Kyiv, Volyn, Odesa and Mykolaiv regions overnight on 21 October, killing at least four. Two more died near Kharkiv. A Naftogaz gas site in Kharkiv region was hit. Ukraine's Air Force said 150 of 186 drones and missiles were downed.
Diplomacy
After meeting Witkoff in St Petersburg, Putin accepted in principle resuming trilateral talks after 10 November, focused on a post-war security framework. Zelenskyy says Kyiv could accept a freeze on the current line if Ukraine keeps at least 75% of its territory and gets US and European guarantees. The test is whether the Patriots are released before talks begin.
