Two sources familiar with the matter confirmed the encounter on condition of anonymity, citing the sensitive nature of the exchange, but declined to provide specific details regarding the subjects addressed by the two officials.

Pre-UNGA diplomacy and Middle East consultations

The brief discussion in Ireland took place just ahead of a scheduled bilateral meeting between Zelenskiy and US President Donald Trump in New York on Tuesday afternoon. Ratcliffe stopped in Ireland following a Sunday meeting on 20 September with Egyptian President Abdel Fattah el-Sisi in Cairo. During those consultations, Ratcliffe and el-Sisi reviewed regional intelligence cooperation, negotiations concerning the ceasefire in Gaza, and the conflict involving Iran. Their discussions in Egypt also encompassed the civil war in Sudan and ongoing security issues in Somalia. The Shannon encounter provided an opening for direct intelligence contact between Kyiv and Washington before high-level multilateral assemblies commenced in New York.

Intelligence mission to Moscow and security warnings

The tarmac conversation follows a secret mission conducted by Ratcliffe to Moscow on 25 August, where he arrived on a US Air Force C-17 Globemaster military transport aircraft and remained for roughly four hours. During that visit, Ratcliffe met with Sergey Naryshkin, the head of Russia's Foreign Intelligence Service, and Aleksandr Bortnikov, the director of the Federal Security Service. It was the first publicly disclosed visit by a CIA director to Moscow since William Burns travelled to Russia in 2021 to warn against invading Ukraine. In Moscow, Ratcliffe pressed Russian officials to halt security and economic cooperation with Iran as the Trump administration intensified sanctions against Tehran. Reports also noted that Ratcliffe affirmed American adherence to NATO's Article 5 collective defense clause, delivered warnings against Russian aggression towards member states, and shared an assessment urging Moscow to negotiate before its military position in Ukraine weakened.

Allied briefings and Washington reactions

Following the August Moscow meetings, European officials confirmed that the United States briefed allied governments on the content of the discussions, which partially concentrated on the war in Ukraine. Donald Trump personally dispatched Ratcliffe on the Moscow mission without providing advance notice to certain senior White House aides or military commanders who are typically informed of such operations.
