
Zaporizhzhia nuclear plant relies on diesel backup as IAEA seeks local ceasefire
Europe's largest nuclear plant in southeastern Ukraine has operated on emergency diesel generators for over a week following shelling near the Dnipro River, prompting the IAEA to push for a repair truce.
The Zaporizhzhia nuclear power station in southeastern Ukraine has been severed from external electricity for more than a week, operating solely on emergency diesel generators. International Atomic Energy Agency Director General Rafael Grossi announced on Saturday that Europe's largest nuclear plant faced an on-site diesel reserve that temporarily dropped to approximately ten days. The station received several dozen tons of diesel fuel on Thursday and Friday from an external site, easing immediate fuel constraints. However, a separate off-site storage facility has gone without fuel shipments for roughly six months. Without a stable grid reconnect or further deliveries, the six-reactor complex risks a total power failure within about ten days.
IAEA Director General Rafael Grossi noted the operational risks created by prolonged off-site power disconnection.
The availability of diesel fuel is of paramount importance whenever a nuclear power plant loses off-site power.
Ceasefire diplomacy for transmission line repairs
The loss of external power followed military activity on the northern side of the Dnipro River, which separates Ukrainian and Russian forces. IAEA monitors in Vienna and on the ground are attempting to negotiate a localized ceasefire zone to permit technical teams to repair a damaged electrical transmission line. Successful repairs on this high-voltage corridor would restore off-site electricity to the facility. Prior to the full-scale conflict, ten external power lines connected the Enerhodar facility to the electrical grid. Gyunduz Mamedov, Ukraine's deputy head of military law enforcement, announced that the current disruption represents the 27th blackout at the station since the full-scale invasion began.
This is the 27th blackout at the plant since the start of Russia's full-scale invasion.
Drone strikes and escalating perimeter damage
The disruption to the electrical grid coincides with repeated drone strikes across the nuclear installation. On Friday, the IAEA reported three drone incidents on the plant grounds over the preceding days, leaving two employees wounded. One drone detonated within the grounds of a dry storage facility for spent nuclear fuel, and another struck an on-site sprinkler installation. The IAEA did not identify which military launched the drones. Earlier in August, a separate drone strike near the facility killed one nuclear specialist and injured 17 people, prompting Moscow to accuse Ukrainian forces of launching the attack. Both warring sides regularly trade accusations over attacks near the plant along the riverfront.

Cooling demands and occupation timeline
Russian forces captured the Zaporizhzhia power station in March 2022, shortly after launching the full-scale invasion of Ukraine. The IAEA established a permanent on-site inspection mission in September 2022, the same month all six reactors ceased electricity generation. Even in a shutdown state, the six reactors require uninterrupted electrical power to circulate cooling water and prevent the nuclear fuel from overheating and melting down. Ukrainian officials have repeatedly stated that Russian military activities around the plant constitute nuclear blackmail against Ukraine and Europe. These warnings follow earlier security incidents at the site, including a 2024 fire inside one of the plant's cooling towers.
