Vox pledges 'loyal partner' as Juanma Moreno takes office in Andalusia with historic support
Manuel Gavira, Vox's future vice-president, assured that the party will be a reliable partner after Juanma Moreno's inauguration as president of the Junta de Andalucía.
Coalition with historic backing
Juanma Moreno was sworn in on 5 July 2026 as president of the Junta de Andalucía for the XIII legislature, heading a PP-Vox coalition that commands 68 seats (53 from the Popular Party and 15 from Vox). Manuel Gavira, the Vox spokesperson in the Andalusian Parliament and incoming vice-president, described the moment as the start of a new era with the most supported government in the region's history.

Gavira acknowledged that both parties would have preferred to govern alone, but the 17 May election denied the PP an absolute majority, forcing the pact.
Gavira's commitments
Speaking to journalists at the San Telmo Palace in Seville, Gavira guaranteed that Vox would be a loyal partner. He stressed the party's reliability and predictability, promising to work for all Andalusians, including those who did not vote for Vox.

He framed the coalition as part of a broader political wave that would eventually reach the national government.
This wave that is sweeping Spain will end up at the Palacio de la Moncloa.
Policy agenda
Gavira outlined priorities for the new executive: more housing, lower taxes, better public services, and a government that puts Spaniards first. He defended the concept of 'national priority' as non-exclusionary, meaning that access to public aid or protected housing would be tied to economic, social, educational, or family criteria. On his own portfolios (tourism, justice, deregulation, and local administration), he noted the need to tackle court backlogs through technological innovation and to promote quality tourism.
Who is Manuel Gavira?
Born in Cádiz in 1969 into a family of bakers, Gavira worked to pay for his law degree after his parents died early. He practised as a lawyer for two decades before entering politics. He joined Vox in 2014 after meeting national leader Santiago Abascal, stood as a candidate in 2015 and 2016, and in 2018 became one of the first 12 Vox deputies elected to a Spanish parliament. Party insiders describe him as a 'soldier' who faithfully follows the Madrid leadership's line.
