
Romanian PM-designate Veştea defies PNL ultimatum, launches parallel government talks
Designated prime minister Adrian Veştea refused to give up his mandate on Tuesday despite a 10 a.m. deadline set by his own National Liberal Party, triggering an internal crisis and a scramble for parliamentary allies.
The ultimatum and defiance
On Monday evening, the National Political Bureau of the National Liberal Party (PNL) voted to oppose any government formed by its own member Adrian Veştea, who was designated prime minister by President Nicușor Dan. The leadership set a Tuesday 10:00 deadline for Veştea to abandon the mandate, threatening to exclude any party members who accept ministerial posts without the party’s approval. PNL secretary general Dan Motreanu publicly demanded his resignation, arguing that the designation was made "outside the PNL, without consulting the PNL".
PNL makes its decisions inside the party, it does not accept decisions imposed from outside.
Adrian Veştea refused. In a strongly worded Facebook post timed with the deadline, he declared his position unchanged and insisted he would proceed.
My position does not change: I will not resign the mandate, regardless of the pressures being exerted on me.
Parallel negotiations
Ignoring the party ultimatum, Veştea launched a series of talks across the political spectrum. He already met with Anamaria Gavrilă, the leader of the POT party, and at 11:00 held talks with the PACE parliamentary group. A meeting with the Social Democratic Party (PSD) was initially planned for 10:00 but was rescheduled to 15:00, with PSD leader Sorin Grindeanu expected to attend. Veştea also awaits a decision from the Democratic Alliance of Hungarians in Romania (UDMR), which is considering offering conditional support in exchange for two ministries, including the Ministry of Development.
Veştea expressed confidence about the parliamentary vote.
I am convinced this Government will pass, because Romania needs stability, a functional executive, and decisions that can no longer be postponed.
Fractures inside the PNL
Internal tensions escalated sharply. The PNL leadership reiterated that party MPs will not vote for a Veştea cabinet and any member who accepts a ministerial role without a party mandate will be excluded. Dan Motreanu called on President Nicușor Dan to convoke new consultations, arguing that all options, including a minority government, should be transparently examined.
Democracy means decisions taken in the open, together with the parties voted by the citizens, not decisions taken in secret.
Meanwhile, USR interim economy minister Irineu Darău posted a cryptic barb against Veştea on Facebook, writing "Adrian, you don’t even know how small you’re starting to be."
The arithmetic of a fragile majority
To win the investiture vote, Veştea needs 233 parliamentary votes. He claimed on Euronews on Sunday that calculations showed he had assurances of more than 240 votes. The outcome hinges heavily on UDMR. If UDMR joins, a fragile majority could be cobbled together with dissident PNL lawmakers and other groups, producing a razor-thin government. If UDMR refrains or opposes, Veştea’s bid would likely become the second failed designation since the withdrawal of Eugen Tomac, the previous prime minister-designate.
Next steps
Dan Motreanu will now formally note that the ultimatum was ignored and convene an online meeting of the PNL National Political Bureau. A subsequent National Council meeting is scheduled for Wednesday, and an extraordinary PNL congress, to decide on Veştea’s expulsion, is expected on Sunday. Simultaneously, UDMR held its own meeting to decide on support, and the Bolojan-Fritz-Kelemen morning talks signaled that anti-Veştea opposition is consolidating across PNL, USR, and UDMR. President Nicușor Dan is under pressure to call new consultations but has not yet responded publicly.
