Passage of the regional legislation

The Veneto Regional Council passed a popular initiative law regulating procedures and timelines for medically assisted suicide on 2 September 2026. The assembly approved the measure with 32 votes in favour, 14 against, and five abstentions following two days of debate. Veneto is the fourth Italian region to adopt end-of-life administrative regulations, after Tuscany, Sardinia, and Emilia-Romagna, and the first governed by a centre-right administration. The text originated from the "Liberi subito" campaign organized by the Luca Coscioni Association, which gathered 9,000 signatures across the region. A previous version of the proposal failed in the council in January 2024 by a single vote.

Regional Council President Luca Zaia defended the vote as a necessary administrative step for terminally ill patients who meet legal criteria.

“I am proud of a regional council that chose not to look the other way and to give a concrete answer to people living in conditions of extreme suffering.”

Compromises and palliative care amendments

The bill passed after the approval of several amendments designed to emphasize support for life. Regional President Alberto Stefani submitted ten amendments that altered the initial popular initiative text. These changes introduced a reinforced role for palliative care specialists on the medical commissions that evaluate patient requests, established a regional bioethics committee appointed by the regional cabinet, and made palliative care options the primary clinical pathway. The law also mandates that healthcare providers supply comprehensive information about palliative assistance before processing any request.

“Nothing is more important than the dignity of human life, which must always be protected by all necessary means.”

According to council data, Veneto received 31 formal requests for assisted suicide between 2019 and September 2026, of which regional ethics committees authorized three.

Political divisions within the centre-right coalition

The vote divided the governing centre-right coalition across party lines. All nine regional councillors from Fratelli d'Italia voted against the measure, maintaining strict party opposition. Paolo Inselvini, a Member of the European Parliament for Fratelli d'Italia, condemned the outcome.

“The healthcare service exists to treat and relieve suffering, it cannot turn into the state hitman. Approving euthanasia means bringing down the weak, placing the responsibility on them to step aside.”

Forza Italia allowed its members a free conscience vote, resulting in one vote in favour and two abstentions, reflecting positions articulated by Marina Berlusconi. Opposition also emerged from within the League, including regional floor leader Riccardo Barbisan and councillor Filippo Rigo, as well as the Resistere Veneto group and councillor Stefano Valdegamberi, who had unsuccessfully pushed to send the bill back to committee.

National background and parliamentary reaction

The regional decision follows years of legislative inactivity in the national parliament in Rome. The Italian Supreme Court ruled in 2019 that medically assisted suicide is legal under specific medical criteria and urged lawmakers to establish a national framework. Before that ruling, the Luca Coscioni Association regularly assisted terminally ill patients traveling to the Dignitas clinic near Zurich. The Veneto vote renewed discussions in Rome, where Forza Italia Senate leader Stefania Craxi announced plans to schedule the national bill for debate, while Democratic Party senator Francesco Boccia confirmed ongoing cross-party discussions regarding the role of the national health service.
