
Vatican plans €100 million agrivoltaic plant to achieve energy self-sufficiency
The Holy See will build an 80 to 90 megawatt agrivoltaic facility outside Rome to cover the electricity needs of Vatican City and its affiliated institutions.
Solar development at Santa Maria di Galeria
The Vatican plans to build an agrivoltaic energy plant with an estimated cost of €100 million ($117 million) at its Santa Maria di Galeria estate, situated roughly 40 kilometres northwest of Rome. Sources involved in the project discussions indicate the installation will have an electricity generation capacity of 80 to 90 megawatts, placing it among the largest agrivoltaic systems in Italy. The Santa Maria di Galeria property spans approximately 450 hectares, an area roughly ten times larger than Vatican City State, and has hosted Vatican Radio transmission facilities since the 1950s. Under the technical design, tracking solar panels mounted several metres above the ground will cover about 200 hectares, enabling agricultural cultivation beneath the arrays while shielding crops from extreme weather and reducing soil evaporation. Construction and administrative permitting are projected to take between 18 and 24 months, with operational supply expected within two years.
Bilateral framework and extraterritorial status
The development follows a series of administrative milestones between Italy and the Holy See. A joint Italian-Vatican commission convened earlier in August 2026 to launch the project following Italy's ratification this year of a bilateral agreement signed in July 2025. The bilateral pact establishes the regulatory terms for building the plant and connecting its output to the Italian national grid. Because Santa Maria di Galeria is an extraterritorial property of the Holy See, it operates under protections comparable to diplomatic missions, preventing Italian authorities from entering without authorization and shielding the land from expropriation. The bilateral agreement extends the tax exemptions already held by Vatican Radio to the solar facility. Under Italian law, the execution of the treaty cannot create new financial burdens for Italian public finances, and the Vatican will not receive the solar installation subsidies available to Italian businesses and households.

Power distribution and grid integration
Electricity generated by the agrivoltaic system is intended to make the 108-acre Vatican City State, which houses fewer than 900 residents, fully energy self-sufficient. In addition to powering Vatican City and the radio transmission towers on site, output from the installation will be allocated to Holy See-affiliated properties across Rome, including the Bambino Gesù paediatric hospital. When production exceeds the operational requirements of the Holy See and its institutions, all surplus electricity will be fed directly into the Italian power grid. Officials from the joint commission did not publicly release financial figures or capacity schedules following their August meeting, and the Vatican did not immediately issue a public comment on the technical specifications.
Transition from Pope Francis to Pope Leo XIV
The initiative originated under the late Pope Francis, who established ecological policy as a central element of his pontificate and ordered the construction of the renewable facility in his 2024 apostolic letter Fratello Sole (Brother Sun). Pope Francis, who died in 2025, prioritized the energy transition and became the first pontiff to formally accept the scientific consensus on climate change. Following his death, the solar project was endorsed and assumed by his successor, Pope Leo XIV. The project combines agricultural production with electrical generation to address the Holy See's environmental targets established across the two papacies.
