Opposition presents dossier in parliament

PSPV-PSOE spokesperson José Muñoz called an urgent press briefing on Wednesday, 30 September 2026, during the final day of the General Policy Debate in Les Corts Valencianes. Muñoz displayed a plastic sleeve containing an approximately 30-page dossier bearing the name of Valencian President Juanfran Pérez Llorca on its cover. Two days earlier, on Monday, Muñoz had carried an empty file box to the parliamentary podium while referencing reports of the document published by eldiario.es. Muñoz stated that the socialist parliamentary group received the physical file on Wednesday morning and instructed its legal team to study the material over coming days to evaluate potential criminal liabilities. He urged national Partido Popular leader Alberto Núñez Feijóo to take disciplinary steps against the regional president.

If there is a shadow of suspicion, he cannot allow Pérez Llorca to be the candidate; he must force him to resign from the moment he had access to this dossier.

Details of the 30-page file

The front page of the unsigned file, titled Expediente: CKV-2026/01, states that it was compiled in June 2026. The document outlines allegations concerning municipal contracting in Finestrat during 2024 and 2025, alongside urban development projects and commercial networks. It incorporates annexes examining planning files along Avenida Benidorm, water agency EPSAR operations, and business relationships connecting Pérez Llorca with individuals identified as Serra and González de la Red. Muñoz noted that a preliminary review indicated the file contained documented material rather than baseless accusations. The socialist group confirmed plans to seek a formal parliamentary appearance from Pérez Llorca to address the allegations.

Pérez Llorca calls for court investigation

President Pérez Llorca responded during Wednesday's parliamentary session by challenging opposition leaders to submit the dossier to judicial authorities immediately. Speaking to reporters, the regional leader stated that he was completely calm and noted a conversation from the previous week with PP national president Alberto Núñez Feijóo, who had instructed the regional party to continue its routine work. Pérez Llorca insisted that political actors holding documents alleging wrongdoing must present them to the courts rather than circulating unsigned leaks. He pledged to personally hand the dossier over to judicial investigators if a copy is delivered to his hands.

Political friction within the legislature

Popular Party parliamentary spokesperson Nando Pastor rejected the claims and defended the regional president in Les Corts. Pastor ridiculed the anonymous report, remarking that fictional detectives Mortadelo and Filemón could have signed it. The national PP leadership in Madrid denied receiving any copy of the dossier, which circulated amid internal party debates regarding calls from former president Francisco Camps for a regional party congress. Pérez Llorca had opened the policy debate on Monday by announcing multi-year policy initiatives.
