Valencia awards highest regional and municipal honors to Ceuta following July border crisis
Ahead of the 9 d'Octubre regional holiday, Valencia granted its Medal of Honor and announced the Generalitat's Alta Distinció to Ceuta following a late-July border emergency.
Dual honors presented to Ceuta
Valencia honored the autonomous city of Ceuta on 5 October 2026 during the annual awards ceremony held ahead of the 9 d'Octubre holiday, which marks Valencian Community Day. Valencian Generalitat President Juanfran Pérez Llorca received Ceuta President Juan Jesús Vivas at the Palau de la Generalitat to confirm that Ceuta will receive the region's highest distinction, the Alta Distinció. Following the meeting, both leaders walked five minutes through central Valencia to City Hall, where local citizens offered words of encouragement, took photographs, and presented Vivas with a Valencia football club pin. At the municipal building, Mayor María José Catalá and Culture Councillor José Luis Moreno presented Vivas with the newly established Medal of Honor in the municipal hemicycle. For the first time in the city's ceremonial history, Ceuta's official anthem was played inside the chamber alongside Valencia's regional anthem.

Reciprocal solidarity across regional crises
Valencian regional and municipal officials framed the twin recognitions as an expression of institutional gratitude and reciprocity. Catalá and Pérez Llorca recalled the support received from across Spain during the 29 October 2024 DANA storm disaster, which resulted in 233 fatalities in the province of Valencia. The mayor stated that Valencians felt vulnerable during the 2024 flooding, making it essential to return that solidarity to Ceuta as the autonomous enclave confronts severe border pressures.
Solidarity and gratitude are the values that motivate the award to Ceuta this year.
Pérez Llorca emphasized that Valencians have an obligation to support their fellow citizens, confirming he will formally propose the Alta Distinció to the regional cabinet.
We cannot forget that they are compatriots, that they are friends, that they are neighbours.
Ceuta border emergency and casualties
President Vivas spoke on behalf of all honorees, praising Valencia for its rich heritage and offering condolences for the victims of the 2024 flood disaster. He then outlined the severe conditions facing Ceuta following the mass border entry at the end of July 2026, which resulted in 141 deaths. Vivas described the situation as unsustainable, noting that the influx led to economic ruin, strained municipal public services, and heightened security risks. He argued that returning individuals who were used to breach the border back to Morocco remains essential for restoring civic stability.
I am sure that we will overcome adversity, but with this migration crisis, the territorial integrity of all of Spain is at stake, not just Ceuta.

Pérez Llorca argued that the events of late July represented an attack on Spanish sovereignty that impacts national territorial integrity rather than Ceuta alone. While both leaders refrained from taking media questions regarding domestic electoral politics, the meeting coincided with broader national developments. Spanish Prime Minister Pedro Sánchez recently scheduled snap general elections for 29 November 2026. Pérez Llorca reacted to the announcement on social media platform X, describing the vote as an opportunity to end years of regional marginalization under the central government, while Valencian regional elections remain scheduled for May 2027.
