The Legislative Assembly of Umbria approved on Thursday, 22 October 2026, a citizens' initiative bill on medically assisted voluntary death carried out through self-administration of a lethal drug. The vote was 11 in favour, from the PD, M5S and AVS, with 3 abstentions and 6 votes against, including the FdI members.
Amendments adopted before the vote changed the text, among them a change that removed a reference to the terminal phase of life as a possible extra access requirement. Umbria is the fifth Italian region to pass such a law. President Stefania Proietti did not take part in the vote and announced this in the chamber, saying:
“My non-participation is a considered choice, in part also a painful one.”
Assembly president Sarah Bistocchi said the law gives families and health staff another tool and reflects a wish to guarantee rights rather than impose choices on patients. Stefano Massoli, husband of Laura Santi, said he was sure she would be pleased with the result. Santi, a Perugia journalist with multiple sclerosis whose campaign drove the bill, died on 21 July 2025. PD senator Walter Verini called on parliament to pass a national law on end-of-life issues.
