Ukraine awards Elon Musk Order of Freedom as Kyiv seeks Starlink access inside Russia

State honour conferred by presidential decree

President Volodymyr Zelensky issued a decree on Wednesday, 26 August 2026, conferring the Order of Freedom upon American entrepreneur Elon Musk. The decoration is the highest Ukrainian state honour available to foreign citizens. The presidential decree commended the SpaceX and Tesla chief executive for personal merits in protecting human life and liberty, as well as advancing relations between the Ukrainian and American peoples. Musk joins an international roster of recipients that includes French President Emmanuel Macron, former German Chancellor Angela Merkel, former German President Joachim Gauck, former US President Joe Biden, and former British Prime Minister Boris Johnson.

Starlink deployment and grey-market terminal shutdowns

Musk activated the Starlink satellite communication network over Ukraine shortly after Russia launched its full-scale invasion in February 2022. The satellite constellation became the communications backbone of Ukrainian frontline units, linking command posts in areas stripped of terrestrial internet and providing navigation for remote drone operations. Drones using Starlink maintain reliable operator links over extended ranges compared to standard radio channels, while resisting standard electronic warfare jamming. Over time, Russian forces acquired Starlink terminals through shadow channels. In early 2026, former Ukrainian Defence Minister Mykhailo Fedorov negotiated with Musk to shut down thousands of unauthorized Russian terminals operating in occupied areas. The coordinated shutdown deprived Russian troops of stable frontline communication and disrupted their long-range drone control, aiding Ukrainian operations against Russian supply lines across southern Ukraine and Crimea.

Push for strikes up to 200 kilometres inside Russia

Ukrainian authorities are seeking authorization from Musk to operate Starlink terminals across the border inside Russian territory. Kyiv wants satellite connectivity on attack drones operating up to 200 kilometres deep into Russian airspace to target Iskander ballistic missile launchers, launch infrastructure, and command systems. Ukrainian cities continue to face ballistic missile bombardments while military stockpiles of specialized air defence interceptors remain constrained. Musk previously barred the network from functioning within Russian borders, stating that offensive operations inside Russia would escalate the war and insisting Starlink should be limited to defensive communications.

High-level lobbying and diplomatic friction

Efforts to secure Starlink access across the Russian border have involved top-level political channels in Washington and Kyiv. In July 2026, Zelensky requested that US President Donald Trump persuade Musk to permit cross-border connectivity during a White House meeting. Trump offered no specific commitments and did not endorse the proposal. Zelensky stated that the Ukrainian Defence Ministry had earlier indicated preliminary consent from Musk, though an attempted call between Trump, Zelensky, and Musk failed to connect. The dispute surrounding the communication status contributed to the dismissal of Fedorov from his post as defence minister in July. Musk has previously urged Ukraine to sign a peace agreement with Russia, criticized Western military assistance packages, and called for Ukrainian national elections despite wartime legal prohibitions.

Using Starlink over Russian territory could reduce capabilities that Russia is relying on to drag out the war.
