
Trump announces $3 billion in critical minerals and battery projects to counter China

Trump's $3 billion minerals push
On Friday, August 7, US President Donald Trump announced a series of mining and critical-minerals projects worth $3 billion during a roundtable with mining executives at the State Department in Washington. Trump framed the initiative as a step toward reclaiming America's role as a global mining power, stating the projects would create thousands of jobs and promote economic stability and security. The announcement encompasses loans and financing from multiple federal agencies, including the Department of Defense and the Export-Import Bank, targeting companies across the battery, rare earths, and industrial minerals sectors.
Key financing deals
The largest single commitment is a conditional loan of up to $1.4 billion from the Department of Defense to Sila Nanotechnologies for expanding its silicon-carbon anode and lithium-ion battery cell manufacturing facilities. The Pentagon also pledged $400 million to Sunrise Energy Metals for constructing a scandium mine in Australia, which would be the world's first primary scandium mine, extracting the rare earth directly from its source rock. Niron Magnetics, a Minnesota-based rare earths company, is set to receive $150 million. The Export-Import Bank is separately working to provide over $1 billion in financing for Ivanhoe Electric's copper extraction project in Santa Cruz, Arizona.

ExIm Bank's $58 million package
The Export-Import Bank is lending $58 million to three critical-mineral companies, according to a document seen by Reuters. Westwater Resources will receive $25 million for its Alabama graphite mine and processing facility, which would become the country's first source of natural graphite. Global Advanced Metals is getting $25 million to expand processing of tantalum and niobium, metals the US does not mine domestically, relying on foreign supply from Australia with processing in Pennsylvania. 5E Advanced Materials will receive $8 million to boost boron production at its California project, with commercial production slated to begin in 2028.
Critical mineral security is national security.
Jovanovic, the ExIm chairman, said the funding aims to fortify supply chains, restore crucial industries that support well-paying American jobs, and safeguard Americans from supply shocks.
Workforce and strategic reserves
To address a shortage of mining professionals and counter China's strong position in training mining specialists, the Energy Department and the Pentagon committed $180 million in funding for US universities with mining programs. Trump said this would train the next generation of American miners. Since returning to office, Trump has built a strategic reserve of critical minerals worth $12 billion.
Reducing dependence on China
The US government needs the raw materials to refill weapons stockpiles depleted during the Iran conflict and to reduce dependence on Chinese supply chains. China holds a near-monopoly on global rare earth production and refining, and dominates the scandium market. Critical minerals serve as the foundation of American strength, Trump said, used in everything from modern weapons to automobiles. The targeted materials include silicon and lithium for batteries, as well as copper and graphite.
Japan's parallel effort
Japan, a close US ally, is also moving to boost rare earth mining. Prime Minister Sanae Takaichi announced in late July that samples from an expedition near the remote Pacific island of Minami Torishima, taken from a depth of about 6,000 meters, showed traces of yttrium, which she described as "worldwide scarce." Japan plans to conduct a comprehensive mining trial next year to strengthen supply chain resilience and avoid excessive dependence on specific countries.
