Italy arrests 16-year-old for ISIS propaganda and neo-Nazi content online

Arrest and charges

Italian police arrested a 16-year-old boy on Friday, 7 August 2026, near Grosseto in Tuscany, where he was on holiday with his family. The teenager, an Italian national of foreign origin residing in the Como area, was taken into custody on charges of "participation in an association with purposes of international terrorism" and "propaganda and incitement to commit crimes based on racial, ethnic, and religious discrimination." The operation was coordinated by the Juvenile Prosecution Office of Milan and executed by the Digos of Milan. The boy had no prior criminal record and had never previously been identified in radical circles.

How the investigation began

The case originated from a report by AISI, Italy's domestic intelligence agency, flagging a user on an instant messaging platform who was spreading jihadist and pro-ISIS propaganda through multiple profiles. Investigators traced four usernames, including "@ciao0541," "abalhasan.#0," "abuhamza0748," and "abuhudhayfah?!," the last a reference to the official ISIS spokesman Abu Hudhayfah al-Ansari, back to the teenager. He habitually used VPNs and other data-obfuscation tools to access a Daesh propaganda site, showing what investigators described as particular cunning and persistence in concealing his identity.

Digital evidence and dual radicalization

A search of the boy's phone and digital traces revealed a striking convergence of jihadist and neo-Nazi material. His profile picture showed the ISIS flag overlaid with two Kalashnikov-style assault rifles. In private chats, he greeted interlocutors with "Heil Hitler," shared swastikas, the neo-Nazi numeric code "88," and phrases such as "White Power." Investigators found a large quantity of ISIS propaganda files translated into multiple languages, videos of training sessions and executions, nasheed (jihadist chants), and supremacist content. The boy himself translated nasheed from Arabic into Italian, French, and English. A video produced in Russian, a language the boy understood perfectly, carried the ISIS logo and showed how to build an improvised explosive device using readily available materials. In conversations, he stated that if he were two years older he would join the fighters, and claimed to have previously helped produce propaganda for the organization.

Judge's ruling

GIP Laura Margherita Pietrasanta of the Juvenile Court of Milan signed the custody order, concluding that the evidence showed an advanced stage of radicalization. The judge found that the boy had not only consumed propaganda but had expressed thoughts and intentions aligned with the organization's goals, including a stated desire to join the fighters once he reached adulthood.

Particularly significant, from the standpoint of the suspect's dangerousness, is not only the clear will to participate in online platforms without being identified by law enforcement, but also the obtaining and sharing of increasingly violent content related to active participation in the holy war.

The judge ordered prison custody, citing a "dangerous inclination to criminality" and a concrete risk of reoffending.

Pattern of youth radicalization

The arrest fits a broader trend noted in Italy's latest annual Intelligence Report, which states that the age of individuals involved in jihadist and accelerationist circles is dropping and the share of minors is steadily rising. Recent cases include a 17-year-old girl arrested in Pavia province on 17 July, a 16-year-old boy arrested in Bologna province on 17 June 2026, a 22-year-old arrested in Reggio Emilia on 25 May, and a 15-year-old Tunisian arrested in Florence on 20 May, all on terrorism-related charges.
