
UK cedes Stone Cloak IP to Ukraine, letting Kyiv mass-produce the drone jammer at home
On his first foreign-leader visit as prime minister, Andy Burnham welcomed Volodymyr Zelenski to Portsmouth and transferred intellectual property for the Stone Cloak electronic-warfare system, enabling Ukraine to manufacture the tablet-sized inhibitors domestically.
First foreign visit for the new prime minister
Andy Burnham, barely a week into his premiership, received Ukrainian President Volodymyr Zelenski aboard the British aircraft carrier HMS Queen Elizabeth at Portsmouth naval base on Monday. The meeting, the first with a foreign leader since Burnham entered Downing Street, underscored the continuity of British support for Kyiv. The two leaders watched about 200 Ukrainian soldiers who had just completed the Sea Breeze multinational exercises, a 15-nation programme coordinated with the US Sixth Fleet that focused on mine clearance, underwater operations, and regional security. Burnham told the BBC that the seamless backing for Ukraine “is shared by all parties” and that personally he will do “whatever the Ukrainian people need.”

The Stone Cloak technology transfer
The centrepiece of the visit was the announcement that the UK would cede intellectual property rights for the Stone Cloak electronic-warfare system. Thousands of the tablet-sized inhibitors have already been supplied to Ukrainian forces; the devices confuse Russian radar signals, making drones harder to detect and destroy. By transferring the patent, London allows Ukraine to begin mass-producing the units on its own soil. Burnham said the jammer would let drones “reach their targets and save Ukrainian lives.” Zelenski, who noted that the countries have “built the strongest relationship in history” between them, expressed his gratitude.

Ukraine’s shifting role: from aid recipient to tech partner
European capitals increasingly view Ukraine not merely as a beneficiary of military aid but as a partner whose battlefield innovations they want to adopt. After nearly two and a half years of incessant Russian missile and drone attacks, Ukrainian forces have developed advanced expertise in drone warfare, robotic systems, and anti-air defence. Several Gulf states, including the United Arab Emirates, have already incorporated Ukrainian air-defence tactics. This was the sixth British premier Zelenski has met since the Russian invasion of 24 February 2022, and Burnham stressed that the UK’s strategic line would remain unchanged. His predecessor, Keir Starmer, had made Kyiv the destination of his last overseas trip as prime minister.
Geopolitical backdrop and Zelenski’s next stop
Zelenski paused in Britain while travelling to the United States, where he will attend the funeral of Republican Senator Lindsey Graham (a close Trump ally and staunch supporter of Ukraine aid) and meet President Donald Trump on Tuesday. The Middle Eastern war, sparked by the Israeli–American offensive against Iran on 28 February, has complicated Washington-led diplomacy and squeezed arms supply chains. Ukraine continues to press for more Patriot interceptors, but stocks have been stretched by the new front. In that context, the UK’s role as Europe’s foremost backer of Kyiv has grown even more critical. London has channelled roughly $33.5 billion in aid since 2022.
