Spain interior ministry urges cancellation of Under-20 friendly against Mexico in Ceuta

Spain's Ministry of the Interior has formally requested the cancellation or relocation of an Under-20 international friendly between Spain and Mexico, scheduled for 30 September 2026 in Ceuta. The fixture was organized by the Royal Spanish Football Federation (RFEF) as a show of institutional support for local residents following the entry of Moroccan migrants on 30 July 2026. On Friday, the General Commissariat for Citizen Security sent an official report to RFEF president Rafael Louzán, stating that public authorities cannot guarantee the required security protocols in the autonomous city.
The current context of social tension in Ceuta, which is requiring an extraordinary effort of police resources, the security needs that the match will predictably generate, the limitations of the sports facility, and the short time available significantly hinder the possibility of guaranteeing an adequate police deployment for the needs of the event.
Stadium limitations and police resources
The security report, prepared by the Central Operational and Technical Coordination Unit (UCCOT), outlines several infrastructural deficiencies at the 5,500-capacity Estadio Municipal Alfonso Murube. The facility lacks an Organizational Control Unit with closed-circuit television monitoring, a technical system required for coordinating emergency responses and crowd surveillance during international events. While Under-20 national team matches generally do not require large-scale police deployments due to modest attendance, the assessment notes that this specific match is expected to draw substantial public interest and higher spectator volume.

The ministry also cited the limited 12-day timeframe between the dispatch of the warning letter on Friday and the scheduled match date. Sustained border policing demands in Ceuta have already tied up significant personnel and logistical resources across the enclave, which prevents commanders from deploying additional tactical units around the stadium without weakening surveillance elsewhere.
Political dispute and domestic fixtures
The cancellation request triggered immediate opposition from leaders of the People's Party (PP), who argued that security concerns are being used as a pretext by the government. Opposition lawmakers pointed out that professional league football takes place regularly at the Alfonso Murube without disruption. AD Ceuta plays home fixtures in the Segunda División at the venue every fortnight, including a scheduled league match against Real Valladolid.

PP general secretary Miguel Tellado also challenged Interior Minister Fernando Grande-Marlaska over previous public comments regarding local security perceptions. The RFEF has not listed the Spain-Mexico friendly on its official schedule, and sports authorities have not yet announced whether the match will be relocated to mainland Spain or called off entirely.
