Spain's football federation has relocated the men's under-20 friendly match between Spain and Mexico, originally scheduled for 30 September 2026 at the Estadio Municipal Alfonso Murube in Ceuta. Royal Spanish Football Federation (RFEF) president Rafael Louzán confirmed on Sunday from Málaga that the fixture will instead take place in Madrid, with officials currently evaluating two or three potential stadiums. The relocation followed a formal assessment by the Spanish National Police and a direct request from the Ministry of the Interior, which concluded that local security conditions could not meet the required standards for an international match.

“We have tried, but the police advise us against putting it into operation at this moment. But we are going to continue, because we want to be by Ceuta's side.”

Security assessment and police warnings

The withdrawal follows a formal letter sent on Friday by the Comisaría General de Seguridad Ciudadana to the RFEF. Police officials reported that ongoing border security operations in the North African exclave limit the availability of personnel needed to manage the international fixture safely. Authorities cited an exceptional situation and social tension across the city following 30 and 31 July, when an estimated 70,000 migrants crossed from Morocco into Ceuta by land and sea over two days. While national youth fixtures have been suspended in the exclave, local club AD Ceuta continues to stage regular second-division league fixtures at the Alfonso Murube stadium.

Local government and regional federation pushback

The decision generated immediate pushback from local institutions in the autonomous city. The Real Federación de Fútbol de Ceuta (RFFCE) expressed deep dissatisfaction with the Ministry of the Interior, arguing that the central government should increase police deployments rather than cancel the event. The Ceuta football federation pointed out that ministry officials had previously characterized public concerns about local insecurity as subjective while defending official crime data. Ceuta's autonomous government echoed these criticisms, accusing Minister of the Interior Fernando Grande-Marlaska of applying inconsistent standards to the city's safety conditions and questioning whether the decision aimed to avoid diplomatic tension with Morocco.

Broader football and political context

The relocation of the under-20 match arrives amid broader political attention on the exclave within Spanish football. Senior men's national team manager Luis de la Fuente recently visited Ceuta for a federation video, and Real Madrid players wore shirts in solidarity with the city before a match against Elche. In national politics, coalition party Sumar urged Spain to reconsider co-hosting the 2030 World Cup alongside Morocco. Louzán addressed these tensions in Málaga, dismissing separate claims from Moroccan officials regarding the 2030 final and affirming that Spain holds a 55% share in the joint tournament organisation. RFEF officials indicated they intend to reschedule a national team fixture in Ceuta once local conditions permit.
