Emergency declared in Sarawak

Malaysia declared a state of emergency across part of Sarawak state on the island of Borneo on Friday, 4 September 2026. The official directive from the Malaysian prime minister's office followed days of thick toxic smog moving across the international border from Indonesian Kalimantan. Air quality in the Serian district deteriorated rapidly, registering an Air Pollution Index reading that peaked at 519 early Friday morning. Under Malaysian environmental regulations, any index reading exceeding 300 is classified as hazardous to human health, while a level of 500 marks the critical threshold for regional emergencies. In response to the hazardous atmospheric conditions, authorities ordered the mandatory closure of nearly 650 schools across the Serian region for at least one week starting Monday, 7 September.

Aerial response and scale of destruction

The smoke blankets multiple provinces as forest and land fires continue across Kalimantan and Sumatra. An Indonesian disaster management agency spokesperson confirmed on Friday that thousands of emergency responders had been dispatched to fight the blazes across both islands. Expert assessments published on 20 August reported that at least 200,000 hectares of land had burned, with expert figures updated by 4 September indicating that nearly 300,000 hectares had burned since the start of the year. To support ground teams, Indonesian authorities deployed aerial operations, dumping over 4 million liters of water onto burning zones in recent weeks. On Wednesday, 2 September, Indonesian crews also conducted cloud-seeding missions, dispersing more than 8,000 kilograms of salt into cloud formations to generate artificial precipitation over fire zones.

Regional spread and environmental drivers

The toxic haze has extended beyond Borneo and Sumatra across Southeast Asia, moving into Singapore and parts of the Philippines where air quality indices dropped into very unhealthy categories. In an attempt to reduce local pollutant levels, Malaysian authorities launched their own cloud-seeding operations on Thursday, 3 September, to stimulate rainfall over affected areas. Environmental specialists attribute the rapid escalation of the blazes to the regional dry season compounded by an active El Niño weather phenomenon. Analysts cited in regional reports also identify commercial land clearing as a primary cause, noting that fires are deliberately set to clear forests and peatlands for agricultural plantations. Observers and researchers have raised concerns that the 2026 fire season could match or surpass the environmental damage recorded during the 2015 crisis.

Protests in Kuala Lumpur over corporate liability

The escalating transboundary crisis prompted public demonstrations outside the Embassy of the Republic of Indonesia in Kuala Lumpur on Friday, 4 September. Environmental activists representing Greenpeace Malaysia and the civil society coalition Himpunan Advokasi Rakyat gathered to demand corporate accountability from the Indonesian government. The organizations called on Indonesian authorities to publicly disclose the identities of all land concession holders operating on burned territory. Protesters noted that several of the corporate concessions under scrutiny are suspected of being owned by Malaysian and Singaporean parent companies. According to the advocacy groups, full transparency regarding concession ownership would enable Malaysian regulators, civil society groups, and the Malaysian Parliament to pursue legal accountability within their own domestic jurisdictions.
