The emergency alert warned local communities of a possible drone incursion near the border and outlined concrete shelter steps. Residents were advised to seek refuge inside cellars, basements, or official civil protection facilities during the alert window.

The county emergency inspectorate instructed individuals without specialized shelters to remain indoors and maintain distance from exterior building boundaries.

“Air raid warning (possible drone incursion). Keep calm! Take shelter in cellars or civil protection shelters. In the absence of a shelter, remain inside the house, away from windows and exterior walls.”

Inter-agency coordination and response timeline

The procedural response involved rapid coordination between military command headquarters and civilian emergency management agencies. The National Military Command Center identified the radar track and notified the General Inspectorate for Emergency Situations to establish population alert measures across northern Tulcea. The county emergency inspectorate, ISU Tulcea, then transmitted the mobile alert to local telephone networks in the specified boundary zone. Ministry officials confirmed that radar stations and the two scrambled fighter aircraft kept watch over the area to track any further aerial movements.

Airspace sovereignty and regional security background

The Ministry of National Defence confirmed that the tracked aerial target remained on Ukrainian territory throughout the observation period, stating that no penetration of Romanian national airspace occurred. Military representatives added that defense structures would provide additional details as technical assessments and monitoring data became available. Similar security events have occurred repeatedly over recent months in northern Tulcea County. These defensive alerts have taken place in the context of Russian drone attacks directed against infrastructure targets across southern Ukraine, situated directly across the border.
