Nicusor Dan sets 1 September for Romanian government talks ahead of UN summit

Romanian President Nicusor Dan announced in Chisinau that consultations with parliamentary parties will resume on 1 September, aiming to install a political cabinet before his trip to the United Nations summit in New York.

Consultations timetable and government structure

During a press conference in Chisinau on 27 August 2026, Romanian President Nicusor Dan announced the resumption of talks to end the country's executive crisis. Consultations with parliamentary parties are scheduled for 1 September, with Dan intending to designate a prime minister before departing for the United Nations summit in New York. Sourced reports indicate that a parliamentary investiture vote could take place by 15 September. While earlier scenarios considered technocratic leadership, Dan clarified that the incoming administration will rely on political figures to secure a stable majority in Parliament.

At this moment, I do not see support for a government with technocrat ministers. So a government with political ministers is much more likely.

— Nicusor Dan

Negotiations under discussion include a formula in which the Social Democratic Party (PSD) assumes a central governing role alongside a politically independent prime minister.

Previous failed nominations

The political crisis began in April 2026 following the collapse of the cabinet led by Ilie Bolojan. Since then, two successive attempts to form an administration have failed to win approval in the Romanian Parliament. Presidential advisor and Member of the European Parliament Eugen Tomac was designated first, but he withdrew his mandate before taking his proposed cabinet to a vote. Dan subsequently nominated Adrian Vestea for the position of prime minister, but that proposal likewise failed to secure the necessary legislative backing.

Rating agency concerns and summer pause

Dan defended his decision not to designate a third prime ministerial candidate throughout July and August. He noted that the parliamentary summer recess made assembling a majority unfeasible without calling repeated extraordinary sessions. Dan also cited concerns over sovereign evaluations conducted by international credit rating agencies during that period. Avoiding an additional failed investiture vote was intended to protect Romania's image from adverse financial coverage abroad.

After the two nominations, I realized there was no chance of a majority during the parliamentary recess. And then, also from the perspective of rating agencies that were coming to evaluate Romania, it would have been very unfortunate for global media headlines to read that a third government was not invested, a fourth government was not invested in Romania.

— Nicusor Dan

Dan stressed that forming a stable executive is now an urgent matter that must be addressed immediately before his travel to the United States.

Intelligence leadership, diplomacy and regional security

The political gridlock has delayed several key national security and diplomatic appointments in Bucharest. Dan confirmed that the Romanian Intelligence Service (SRI) remains without a director because he chose not to mix sensitive intelligence appointments with coalition negotiations. In addition, more than 60 diplomats are waiting for post assignments as planned ambassadorial rotations were postponed during the summer. Beyond domestic politics, Dan met in Moldova with President Maia Sandu to review infrastructure and energy projects, and addressed regional security with Ukrainian President Volodymyr Zelensky following an incident where a vessel was struck near Romanian territorial waters.
