Romania reopens Rabla vehicle renewal program with 93.7 million lei

The Environmental Fund Administration (AFM) announced that individual applicants can access state subsidies through the Rabla Auto 2026 program starting Tuesday, 25 August, at 10:00. The new session makes a total of 93,737,000 lei available to individuals who were unable to enroll during earlier rounds. The sum represents money that was previously reserved but returned to the agency because earlier applicants did not complete all mandatory procedural steps outlined in the program rules. The administration communicated the schedule on Monday through an official release to the Agerpres and News.ro press agencies. AFM leadership indicated that redistributing these unspent resources ensures that budget allocations directly support the modernization of Romania's national vehicle fleet.

Florin Bănică outlined the objectives of the newly opened financing round in an official statement.

As we announced last week, starting tomorrow we will redistribute the amounts remaining available under the Rabla Auto 2026 Program. It is a new opportunity for Romanians who failed to register in the previous stage and who want to benefit from the support offered through this program. We want the available funds to reach as many beneficiaries as possible and to continue supporting the renewal of the vehicle fleet in Romania, by encouraging the purchase of less polluting and more efficient motor vehicles.

Budget distribution across vehicle segments

The available budget of 93.737 million lei is divided across three designated vehicle segments to accommodate varying propulsion technologies. The largest portion, amounting to 70.312 million lei (or 70,312,000 lei), is allocated for the acquisition of new internal combustion engine vehicles, including liquefied petroleum gas (LPG) and compressed natural gas (CNG) engines, as well as conventional hybrid vehicles. A secondary allocation of 20.45 million lei (20,450,000 lei) is reserved for buyers purchasing plug-in hybrid cars, pure electric vehicles, or hydrogen fuel cell models. The remaining sum of 2.975 million lei (2,975,000 lei) is dedicated to subsidizing the purchase of conventional motorcycles and electric motorcycles.

Eco-ticket voucher values for individuals

Individual beneficiaries receive state assistance through standardized vouchers known as eco-tickets, which vary according to the environmental specifications of the vehicle. The largest financial support stands at 18,500 lei, awarded to buyers purchasing a new pure electric car or a vehicle powered by a hydrogen fuel cell. Buyers acquiring a new plug-in hybrid vehicle or an electric motorcycle receive an eco-ticket worth 15,000 lei. A voucher of 12,000 lei is granted for the purchase of a new conventional hybrid motor vehicle. For new vehicles with thermal propulsion systems, including LPG and CNG models, as well as conventional motorcycles, the subsidy value is set at 10,000 lei.

Digital registration guidelines and deadlines

The registration process for individual applicants takes place exclusively through the online application hosted on the official AFM website. For submissions starting on 25 August at 10:00, only application forms made available inside the platform at that exact time are considered valid. Prospective buyers must download the updated application document from the portal, complete the requested personal and vehicle details, and upload the completed file directly back into the platform. Upon completing the submission, the software automatically assigns a unique tracking number to the file. The submission window remains accessible until 31 December 2026 at 23:59, or until the designated 93.737 million lei funding pool is fully exhausted.
