
Romanian leaders meet OMV chief to advance Neptun Deep gas project
Romanian Interim Prime Minister Ilie Bolojan and President Nicușor Dan met OMV CEO Emma Delaney in Bucharest on Monday to discuss fuel price volatility and confirmed that Neptun Deep gas extraction remains on schedule for 2027.
High-level talks in Bucharest
On 5 October 2026, the leadership of Austrian energy group OMV conducted a series of high-level meetings in Bucharest with Romanian state officials to address energy security and offshore resource extraction. The visiting corporate delegation was headed by Emma Delaney, who stepped into the role of chief executive officer of OMV on 1 September 2026 while also serving as interim member and chair of the supervisory board at Romanian subsidiary OMV Petrom. The official schedule began on Monday morning at Cotroceni Palace, where President Nicușor Dan welcomed Delaney to discuss the development of the Neptun Deep gas field in the Black Sea and the timeline for feeding offshore output into the domestic transmission network. Later on Monday, Romanian Interim Prime Minister Ilie Bolojan received Delaney and the OMV team at Victoria Palace, accompanied by Mihai Jurca, the head of the prime minister's chancellery.

The agenda at Victoria Palace centered on turbulence in the energy sector, specifically retail fuel price swings caused by international armed conflicts and related supply chain crises. During the talks, government representatives and corporate executives reviewed market developments and supply logistics affecting domestic distribution networks. Bolojan reiterated the state's focus on finishing offshore development without administrative delays, stating that maintaining predictable cooperation between public institutions and private operators is necessary to support the national economy and regional partners.
The completion of the investment and the start of gas extraction in the Neptun Deep perimeter must remain government priorities, so that Romania leverages the Black Sea resources for the benefit of the national economy and the entire region. We must find operational cooperation formulas to ensure convergence of action in this strategic project for both sides.
Neptun Deep development schedule
The Neptun Deep offshore perimeter is operated jointly through a 50-50 partnership between Romanian majority state-owned gas producer Romgaz and OMV Petrom. Official communications confirmed that the deepwater project continues to advance in accordance with its planned schedule. According to OMV Petrom and Romgaz, the first volumes of natural gas are projected to enter Romania's national transmission grid in the first half of 2027. Once operational, extraction from the field is anticipated to nearly match the volume of Romania's entire existing domestic natural gas production, eliminating the country's reliance on external imports and creating potential capacity for export sales to regional neighbors.

While the influx of domestic gas will generate additional state budget revenues and regional transit fees, retail bills for Romanian consumers will remain influenced by wider commodity market pricing and tax frameworks. The government and OMV confirmed that joint operational reviews will continue through the commissioning phase.
