The regulatory mechanism underpinning the duty reduction was formally established under Law no. 162/2026, which mandates a dynamic recalculation of market indicators every 14 days. For the initial half of October 2026, the analytical review performed by the Ministry of Finance recorded a 63.70% percentage increase in Platts diesel quotations, designated under the legal formula as VPM. During the same monitoring window, the percentage change in the national average pump price for standard diesel, denoted as VM, stood at 35.01%. In accordance with the statutory formula and statutory thresholds set out in the legislation, these price metrics required maintaining the excise relief at the maximum 25% level.

Fiscal parameters and effective duty rates

Under the statutory framework, the 25% discount translates to a substantial reduction in the baseline tax rate per volume and per mass unit. The relief provides a discount of 701.07 lei per 1,000 liters, which corresponds to 829.69 lei per tonne for commercialized fuel. With this reduction applied, the effective excise level for standard diesel sold on the Romanian domestic market from 1 to 15 October 2026 is fixed at 2,103.22 lei per 1,000 liters, or 2,489.05 lei per tonne. The Ministry of Finance detailed these fiscal calculations in an official statement released on Wednesday.

The 25% reduction represents a decrease of 701.07 lei per 1,000 liters, respectively 829.69 lei per tonne. Thus, in the interval 1-15 October 2026, the effective level of the excise duty for standard diesel marketed on the internal market will remain 2,103.22 lei per 1,000 liters, respectively 2,489.05 lei per tonne.

The primary economic objective of the fiscal discount is to suppress the cascading propagation of energy costs throughout the wider Romanian economy. Diesel powers freight transport and commercial logistics, where rising expenses quickly translate into higher prices for end-user consumer goods and services. By absorbing a quarter of the standard excise duty, the Ministry of Finance intends to mitigate secondary price pressures across wholesale and retail distribution networks. The authorities will execute their next biweekly market assessment in two weeks to determine whether to adjust the excise rate for the subsequent 14-day window.
