Romania cuts diesel excise tax by 20% for second half of August as Platts quotations surge 34%

Romania's Ministry of Finance announced on 13 August a temporary 20% reduction in the excise tax on standard diesel, effective 16-31 August 2026. The measure was triggered by market indicators under a mechanism introduced by Law no. 162/2026, which allows the excise to be adjusted up or down every 14 days based on international quotation and domestic pump price movements. The reduction amounts to 560.86 lei per 1,000 liters, or 663.75 lei per ton, bringing the excise for standard diesel to 2,243.43 lei per 1,000 liters (2,654.99 lei per ton) during the second half of August. One outlet, Ziare.com, calculated this as roughly 0.56 lei per liter at the pump.

Market indicators

The decision followed sharp increases in reference prices. For the 16-31 August period, Platts quotations for diesel rose 34.13%, while the average pump price of standard diesel climbed 23.01%. These figures exceeded the thresholds that activate state intervention under the law. Finance Minister Alexandru Nazare, described by HotNews as interim minister, framed the mechanism as a tool for rapid, targeted response to market conditions.

Pump prices in Bucharest

As of 13 August, standard diesel prices in Bucharest ranged from 10.67 to 10.78 lei per liter. Petrom and Socar offered the lowest price at 10.67 lei/liter, followed by OMV, MOL, and Rompetrol at 10.73 lei/liter, with Lukoil at 10.78 lei/liter.

The ministry said the excise reduction aims to cushion the transmission of international price increases into costs borne by consumers and companies. The effect is particularly relevant for transport and logistics, where diesel prices feed into the cost of a wide range of goods and services. Nazare emphasized the temporary nature of the intervention.

The framework allows the excise to be modified upward or downward depending on the evolution of reference indicators, so that state intervention does not distort the free market over the long term.
