The Romanian Ministry of Finance decided to raise the temporary excise tax discount on standard diesel from 20% to 25% for the period between 1 September and 15 September 2026. This decision continues the fiscal support initiated during the second half of August 2026, when the government implemented an initial 20% reduction. Under the updated 25% threshold, the tax cut amounts to 701.07 lei per 1,000 litres, or 829.69 lei per tonne. Consequently, the effective excise rate paid on standard diesel across the domestic market will stand at 2,103.22 lei per 1,000 litres, which equals 2,489.05 lei per tonne. The government structured this fiscal relief to prevent higher global crude and refining costs from translating directly into retail pump price hikes.

It is a temporary and calibrated intervention, designed to reduce part of the fiscal pressure on prices, within the limits where it can be absorbed by the market and passed on into the economy.

Market indicators and statutory thresholds

The expanded duty reduction follows calculation rules established under Law no. 162/2026, which governs crisis declarations in the crude and petroleum products markets. The statute links national fuel taxation to bi-weekly price monitoring, adjusting discount rates when energy market shifts exceed predefined formulas. In the latest evaluation period leading into September, Platts diesel benchmark quotations recorded a variation of 45.65%. During the same fourteen-day interval, the standard average market price variation reached 25.45%. These two metric movements met the criteria mandated by Law no. 162/2026 to elevate the relief percentage from its baseline level to the 25% cap against the Romanian Fiscal Code.

Protection against supply chain cost increases

The Ministry of Finance designed the discount mechanism to limit chain-reaction price increases throughout the wider national economy. Standard diesel represents the primary fuel for commercial road freight, public transit fleets, and logistics distribution networks across Romania. Rising fuel expenses in these sectors directly increase operational overhead, which transport companies subsequently pass along into the shelf prices of everyday consumer products. By dampening diesel prices at retail filling stations, the ministry aims to preserve domestic economic stability and shield household purchasing power from compounding inflationary pressures.

The mechanism provided by Law no. 162/2026 operates gradually, depending on developments in the international market. In the context of pressures over the past two weeks, the level of the diesel excise discount increased from 20% to 25%.

Bi-weekly evaluation mechanism and timeline

Under the statutory provisions of Law no. 162/2026, the excise tax discount does not represent a permanent change to the tax code but a dynamic intervention evaluated every two weeks. The 25% reduction applies exclusively from 1 September through 15 September 2026, following the 20% reduction applied across late August. Ministry officials will continue tracking international Platts quotations and domestic pump prices continuously throughout the first half of September. The administration will perform its next mandatory market evaluation before 15 September to determine whether the 25% discount will be extended, adjusted, or altered for the second half of the month.
