All contracted projects under the SAFE framework must be finalized by 2030 to fulfill European requirements. The funding is divided into €9.6 billion for defense acquisitions, €4.2 billion for segments of the A7 and A8 motorways, and €2.8 billion for internal security institutions.

Strategic partnership and US military deployment

A primary point of discussion centers on security cooperation with Washington and the terms of reference for a US Department of War evaluation of American force deployments in Europe. Romanian leadership will evaluate concrete measures to consolidate and expand the US military presence on national territory during the six-month American review. This review follows a Bucharest visit from 28 August to 31 August 2026 by a US congressional delegation led by House Armed Services Committee Chairman Mike Rogers. During meetings with Foreign Minister Oana Țoiu and defense leadership, State Secretary Sorin Moldovan expressed Romania's objective to secure a permanent American military presence.
