Carabinieri report finds shadows of one or more people at David Rossi's alley
New Carabinieri analysis of 2013 footage places one or more people at the alley entrance, and the commission's president says a person blocked rescue for over 20 minutes.
What the Ris report found
The Carabinieri's Ris unit presented a 74-page report on 12 October 2026 to the parliamentary commission of inquiry into the death of David Rossi, former head of communications at Monte dei Paschi di Siena (MPS). Rossi fell from his office window on the evening of 6 March 2013 and was found in the alley Vicolo Monte Pio in Siena. The commission asked the Ris to examine the footage on 22 May 2026, and the unit carried out a simulation at the site on 22 June 2026. The analysis identified 12 sequences of shadows compatible with one or more people in an area the cameras do not directly cover, at the entrance to the alley. Il Fatto Quotidiano reports that the shadows fall within a window of about ten minutes, between 20:04 and 20:14. According to the report, the shadows are not visual artefacts or compression defects but are consistent with opaque, human-shaped bodies placed between the headlights of cars on the nearby via dei Rossi and the wall.

Positions and timing
Using three-dimensional laser scanning, the Ris identified five possible positions, labelled A to E, from which the shadows could have been cast. Il Fatto Quotidiano reports that from positions A and B a direct view of the body was possible with some limitations, from E only the lower limbs would have been visible, and from C and D the edge of the wall would have blocked the view. Open reports a different reading, that from the first three positions the person would certainly have seen Rossi's body on the ground. Luca Gasparollo, commander of the Ris operational intervention section in Rome, told the commission that the person's view depended on where they stood.
Depending on the position in which they stood, the person might have had a view of David Rossi's body or might not have.
The first shadow appears exactly 4 minutes after the fall, the time the Ris calculated it takes to walk down from Rossi's third-floor office to the alley. Vinci said another silhouette appears more than twenty minutes later, when Rossi, who was still moving until then, lies still.
The commission's conclusions
Gianluca Vinci, president of the commission, said the findings showed that the man in the alley was not a passer-by. He said that person had an active role and blocked rescue for over 20 minutes while Rossi was still alive.
The most explosive news today is that the man in the alley was not a passer-by, but someone who had a fully active role in this affair.
Vinci put the number of people involved at four or five, arguing that such an action was organised rather than a crime of passion. He said some names emerging in the investigation belong to organised crime groups in the Bassa Mantovana and Bassa Reggiana areas, and that investigators are following the 'ndrangheta lead. The Ris report documents the shadows and their movements, not the intentions of whoever cast them, so the conclusion that people were blocking rescue is the commission's interpretation.
Witness accounts and next steps
About eight years ago, Antonio Muto told the Rossi family's lawyer, Luca Goracci, that he found the alley blocked by several people who prevented him from reaching Rossi. Vinci said the report now certifies that the alley was blocked and that several people were in the road. The commission will hear Siena lawyer Cristiano Vecoli on 13 October, who may have met Rossi in the days before his death.
