Madrid suspends Rayo Vallecano's stadium concession over safety failures, club blocks repair workers

Concession suspended after safety audit

The Community of Madrid announced on 28 July the precautionary suspension of the concession of the Estadio de Vallecas to Rayo Vallecano. The decision followed a technical audit that identified serious deficiencies in fire protection systems, electrical installations, hygienic-sanitary conditions, and general maintenance. The regional government described the stadium's state as one of "generalised obsolescence" and a "severe regulatory breach" that compromised safety and operability. The suspension transfers control of the facility to the Community, which will carry out emergency works estimated to last between two and six months. As a result, Rayo Vallecano will be unable to play its home matches at the stadium during that period, starting with the LaLiga fixture against Alavés scheduled for 20 August.

Club blocks access to repair crews

On the morning of 29 July, technicians specialising in gardening, electricity, plumbing, air conditioning, and ventilation arrived at the stadium at 9:00 to begin the urgent works. Club vice-president José María Sardá and the head of legal services met them at the entrance and refused access, stating they needed to consult with advisors and president Raúl Martín Presa. The response never came, and by 13:00 the gardening staff were forced to leave the premises. Some workers were able to start tasks in an adjacent building used by sports federations, but the main stadium remained sealed. The Community of Madrid responded by filing a complaint with the National Police, arguing that the club no longer had legal title to manage the facility and was obstructing official inspection and execution duties.

Political reaction

Mariano de Paco Serrano, the Community's councillor for Culture, Tourism and Sport, sharply criticised the club's actions. He accused the club of a "new dilatory manoeuvre" by requesting documentation that the administration had already sent electronically. De Paco Serrano warned that "from now on, every day the team cannot play in its stadium will be the responsibility of the club's board."

Fan anger and resignation

Outside the stadium, the mood among supporters mixed anger with a weary acceptance. Graffiti appeared on the walls overnight, with messages such as "Presa, vete ya" (Presa, leave now), "El Rayo es de la afición" (Rayo belongs to the fans), and "Fuera de Vallecas" (Out of Vallecas). Dámaso Barroso, season-ticket holder number 260 and a Vallecas resident for 43 years, said the severity of the audit report made him think the situation must have been especially grave. Despite the uncertainty over where the team will play, fans continued to renew their season tickets at a makeshift table set up by the club near the ticket offices.

“We have been denouncing the state of abandonment of the stadium for years. For the Community to have taken this decision, they must have seen things as very serious.”

What happens next

The emergency works are expected to take between two and six months, leaving Rayo Vallecano without its historic home for at least the start of the 2026–27 season. The club has not yet announced an alternative venue for the 20 August match against Alavés. The Community of Madrid has stated that the suspension is part of a procedure to extinguish the stadium's concession entirely, and that the club's obstruction will only prolong the displacement. The police complaint adds a legal dimension to a conflict that has deepened the rift between the club's leadership and both the regional government and its own supporters.
