Kremlin proposes trilateral meeting between Putin, Xi, and Trump at November APEC summit
Kremlin foreign policy advisor Yuri Ushakov disclosed that Russia, China, and the United States could hold three-way leader talks during the 18-19 November APEC summit in Shenzhen.

Russian presidential foreign policy advisor Yuri Ushakov announced on Tuesday that Russian President Vladimir Putin, Chinese leader Xi Jinping, and United States President Donald Trump could hold a trilateral summit in November. The proposal was reviewed during direct talks between Putin and Xi while both leaders attended the Shanghai Cooperation Organisation summit in Bishkek, the capital of Kyrgyzstan. Ushakov confirmed to Russian state television that the prospective three-way meeting was addressed during their working sessions. According to Ushakov, Xi noted during their conversations that Trump would in all likelihood attend the scheduled Asia-Pacific Economic Cooperation forum. Putin has also received a formal invitation to participate in the regional economic gathering.
Logistics and summit scheduling
The proposed trilateral meeting would take place during the APEC leaders' summit hosted in the Chinese city of Shenzhen. The two-day economic conference is scheduled to run on 18 and 19 November, gathering leaders from 21 member economies across the Asia-Pacific region. Ushakov detailed that preparations in Moscow and Beijing include contingency plans if a single joint session cannot be finalized.
If things go as planned, a three-way meeting could be organized, or at least meetings would be held with each of them.

Response from Washington
The administration in Washington responded cautiously to the declarations made by the Kremlin delegation in Central Asia. White House spokesperson Anna Kelly stated that the administration currently has no formal announcement regarding President Trump's attendance at the APEC summit. United States officials have not verified any scheduled bilateral or trilateral meetings for the mid-November dates in Shenzhen. Russian news agencies noted that any three-way discussion depends entirely on all three heads of state traveling to China. Ushakov maintained that the Russian diplomatic team is preparing for both three-party discussions and separate bilateral interactions with the Chinese and American leaders.
Regional diplomatic context
The diplomatic initiative follows coordination between Moscow and Beijing during their regional engagements in Bishkek. Both Putin and Xi used the Shanghai Cooperation Organisation platform in Kyrgyzstan to review their shared international schedule before the November meetings. Chinese organizers in Shenzhen are currently preparing host facilities for the 21 participating delegations ahead of the 18 November opening. Kremlin officials stated that if a formal three-way meeting is not achieved, bilateral encounters between the individual leaders will serve as the alternative diplomatic arrangement. The upcoming Shenzhen summit remains the next scheduled international event where all three leaders could appear in person simultaneously.
