Putin and Lukashenko meet near Moscow to expand trade and Union State integration

Talks at Novo-Ogaryovo

Russian President Vladimir Putin hosted Belarusian leader Aleksandr Lukashenko on Saturday, 29 August 2026, at the Novo-Ogaryovo state residence outside Moscow. The bilateral discussions focused on evaluating economic cooperation and coordinating international strategy between the two partner nations. During the open session of the meeting, Putin stated that both governments are fulfilling all mutual agreements, covering agriculture, food production, and fuel supplies. Putin noted that while the two leaders had met recently, the fast-evolving dynamics of international affairs constantly produce new matters that require joint coordination and solutions. He emphasized that Moscow and Minsk will resolve all emerging challenges together through structured bilateral cooperation.

Bilateral trade and technological cooperation

Trade turnover between Russia and Belarus expanded during the first half of 2026, continuing momentum from the previous year. According to statistics cited by Putin, bilateral trade reached nearly $52 billion in 2025 despite external economic pressures. Commercial turnover recorded an additional 12.5% increase during the first six months of 2026. Russian direct investment in Belarus stands at $4.5 billion, supporting approximately 2,500 enterprises operating with Russian capital participation across the Belarusian economy.

Lukashenko stated that annual bilateral trade for 2026 is on track to significantly surpass the 2025 total. He pointed to microelectronics and advanced technology as key drivers of this growth, noting that Minsk possesses substantial industrial capacity in the sector. Lukashenko also noted that Russian official Denis Manturov recently visited Belarusian electronics facilities alongside industry specialists to coordinate manufacturing cooperation. He added that both governments share the assessment that their industries will remain fully supplied with necessary electronic components and manufactured goods.

Union State framework and security ties

The Novo-Ogaryovo talks took place under the framework of the Union State of Belarus and Russia, an integration structure established on 26 January 2000. Cooperation between the two nations covers regulatory alignment, joint industrial development, and formalized mutual defense obligations. In December 2024, Putin and Lukashenko signed an agreement on bilateral security guarantees within the Union State mechanism. That pact formally obligates both countries to provide mutual assistance in the event of an external attack on either territory. During Saturday's discussions, Putin reiterated that both partners continue to strengthen the Union State while coordinating their activities on the international stage.

Schedule of the Moscow working visit

Lukashenko arrived in Moscow on Thursday, 27 August 2026, for a scheduled working visit to the Russian capital. On Friday, 28 August 2026, the Belarusian leader held formal discussions with Russian Prime Minister Mikhail Mishustin to review economic cooperation and intergovernmental projects. The Saturday talks with Putin at the Novo-Ogaryovo residence concluded the round of high-level meetings between the two governments. The visit focused primarily on deepening bilateral industrial supply chains and expanding joint trade volumes across the remainder of 2026.
